Our verdict
A shampoo cannot regrow hair, and “hair grower” shampoos are mostly marketing. A shampoo is rinsed off in minutes. At best, it can cut hair breakage by conditioning the hair, and clear flaking from the scalp. Thinning that comes from the roots is treated with minoxidil, which is a drug, and is the subject of our hair grower guide.
If you want a shampoo for hair fall anyway, Himalaya Anti-Hair Fall (65/100) makes the most honest claim, Pantene Hair Fall Control (57/100) is the cheapest per mL, and Dove Dermacare Hairfall Recovery (56/100) also tackles dandruff. None is a hair-loss treatment.
See a doctor if hair comes out in handfuls, in patches, with an itchy or sore scalp, or suddenly after illness, stress, new medicine or weight loss. Normal shedding is common, but sudden or patchy loss is not.
Search Shopee for “hair fall shampoo” and you will find shampoos promising to stop hair fall, “regrow” hair, block DHT and contain minoxidil, at prices from ₱93. This guide checks them against FDA Philippines cosmetic, drug and advisory records.

What the research and medical sources say
This section draws on search summaries of published studies, not full papers.
- No shampoo trial found. We searched for trials of hair-loss shampoos and found none with results. A 1998 paper on long-term ketoconazole shampoo in androgenic alopecia and a 2003 trial of 1% pyrithione zinc against minoxidil exist, but the search showed only their titles.
- Caffeine: a randomised, open-label trial in 210 men compared a 0.2% caffeine leave-on liquid with 5% minoxidil solution over 6 months. Anagen (growth-phase) ratio improved by 10.59% with caffeine and 11.68% with minoxidil, and the authors called caffeine “not inferior”. It was open-label, measured a lab marker instead of hair count, and used a liquid left on the scalp, not a shampoo.
- Minoxidil: a 2024 systematic review of 141 studies lists over-the-counter topical minoxidil among treatments that promote hair growth. See our hair grower guide.
- Breakage versus shedding: conditioning ingredients can reduce breakage. Hair that falls out from the root, such as in androgenic alopecia, is a different problem that a shampoo does not address.
What the claims on these listings actually mean
| Claim | What it covers | Key exclusion |
|---|---|---|
| NN- cosmetic notification, verified for this exact product | The FDA has a record of the product and its maker | A notification is not an approval, and does not show the shampoo works |
| “Reduces hair fall due to breakage” | Less snapping of weak hair | Not a claim about shedding from the root |
| “Hair grower”, “regrowth”, “hair growth” | A hair-growth promise | No shampoo trial we found supports it. Cosmetics cannot claim to treat a disease |
| “DHT blocker”, “with biotin and rosemary” | An ingredient story | A rinse-off shampoo has minutes on the scalp; no listing shows a trial |
| “Minoxidil 5% shampoo” | A drug claim | Minoxidil is a drug. The FDA drug records list minoxidil solutions, not shampoos |
| “FDA approved” | A seller’s wording | The FDA does not approve cosmetics. Check the exact product name |
| “100% stronger hair” | A marketing headline | Dove’s own footnote limits it to breakage |
Hair-fall shampoos we would not buy
These were for sale on Shopee when we checked, or are named in FDA advisories.
| Product | What we found | Our check |
|---|---|---|
| Minoxidil 5% shampoo and shampoo-and-serum sets (Sadoer, Celora and many unbranded) | Sold for ₱93 to ₱489. Minoxidil is a drug, and the FDA drug records list minoxidil solutions, not shampoos. Sadoer has FDA advisories on other products. The FDA has issued an advisory on a minoxidil soap (2020-023). | Unregistered drug claims |
| Hosoku Premium Hair Growth Shampoo | The Hosoku brand has FDA Advisory No. 2026-0352 on an unregistered minoxidil 15% solution. | Brand named in an advisory |
| Greenika Hair Grower Shampoo | FDA Advisory No. 2026-0679 (6 July 2026) names Greenika Hair Grower with Aloe Vera & Argan Oil as an unauthorized cosmetic. | Brand named in an advisory |
| Listings that say “[FDA Approved] hair growth shampoo”, for example Dr.ville “Shampoo ng Kabayo” | The FDA does not approve cosmetics, and a rinse-off shampoo does not grow hair. | Claim cannot be verified |
| Zenutrients Gugo Anti-Hairfall Shampoo (“Hairfall Rescue and Hair Regrowth”) | The shampoo is notified (NN-1000016806594), but the brand has FDA advisories on other Zenutrients shampoos and products (for example 2025-0203 and 2021-1468), and the listing sells “regrowth”. We did not read it, so we did not score it. | Brand named in advisories; regrowth claim |

₱1.12 per mL
| FDA status | Notified cosmetic: “Himalaya Since 1930 Anti-Hair Fall Shampoo”, NN-1000016148593 (valid to 17 March 2029) and NN-1000015706343 (to 7 January 2027), Himalaya Wellness Philippines |
| FDA number in listing? | No. We matched it on the FDA portal |
| Ingredients | Castor and caffeine named as key ingredients, with no amounts. No full ingredient list |
| Advisory found | None for Himalaya |
| Seller | Himalaya shop (7 years on Shopee, 81.2K shop ratings, 567 on this listing, 100% response rate) |
| Price | ₱448 for two 200 mL bottles (buy 1 take 1); a 400 mL bottle is ₱384 |
The most honest claim on the page: the shampoo gives “a visible reduction in hair fall due to breakage”. That is a promise about hair that snaps, not hair that sheds from the root, and it is the only kind of “hair fall” a shampoo can plausibly help. It names its two key ingredients, caffeine and castor, gives simple directions, and is notified with the FDA under this product name.
There is no ingredient list and no amount of caffeine, so you cannot tell how much is in a wash that is rinsed off in minutes. The specification panel contradicts the product: it says “non-chemical”, “organic”, “castor” as the ingredient and a 400 mL volume on a 200 mL buy-one-take-one listing, and lists the origin as the UAE. The “Natural Protein 5 complex” is marketing.
Why it scored well
- Claims limited to “hair fall due to breakage”
- Notified with the FDA under this product name
- Gives directions; no advisory on the brand
Watch-outs
- No full ingredient list or caffeine amount
- Spec panel says “non-chemical” and “organic”, with mixed volume and origin
- Notification number not printed

2. Pantene Pro-V Hair Fall Control Shampoo (1,200 mL), P&G
57/100
FDA notified cosmetic

Short listing
₱0.60 per mL
| FDA status | Notified cosmetic: “Pantene Hair Fall Control Shampoo”, NN-1000012508887 (Procter & Gamble Philippines, valid to 4 March 2027) |
| FDA number in listing? | No. We matched it on the FDA portal |
| Ingredients | Not listed; the listing mentions “Pro-Vitamins” only |
| Advisory found | None for Pantene Hair Fall Control |
| Seller | P&G Beauty Official Store (3.4K ratings on this listing, 1.3M on the shop, 31% response rate) |
| Price | ₱715 for 1,200 mL (list ₱832) |
The cheapest per mL by far, from the maker’s own store, and notified with the FDA. The listing’s claim is the same modest one as Himalaya’s: it protects “hair from damage that results in breakage”, although it also calls itself “a hair fall treatment shampoo like no other”, which overstates what a shampoo does.
The listing is short: no ingredient list, no directions, no mention of what causes hair fall. Its FDA notification runs only to 4 March 2027. The specification gives the formulation as “cream” and the shelf life as 36 months, and the shop answers 31 percent of messages. A 1.2 L bottle is a big commitment if the shampoo does not suit you.
Why it scored well
- Lowest price per mL
- Official store; notified with the FDA
- Claim limited to breakage
Watch-outs
- No ingredient list or directions
- “Hair fall treatment shampoo like no other”
- Notification valid only to March 2027; 31% response rate

3. Dove Dermacare Scalp Hairfall Recovery Anti-Dandruff Shampoo (300 mL), Unilever
56/100
FDA notified cosmetic
Official store
Footnoted claims
Also anti-dandruff
| FDA status | Notified cosmetic: “Dove Dermacare Scalp Anti-Dandruff Shampoo Hairfall Recovery”, NN-1000010521046 (Unilever Philippines, valid to 7 September 2028), and a niacinamide version NN-1000012193313 (to 29 September 2028) |
| FDA number in listing? | No. We matched it on the FDA portal |
| Ingredients | Mentions “scalp care actives” and a vitamin B3 complex. No ingredient list |
| Advisory found | None for Dove Dermacare |
| Seller | Unilever Beauty Official Store (6.2K ratings on this listing, 3.8M on the shop, 100% response rate) |
| Price | ₱725, in a buy-one-get-the-second-at-40%-off offer; the pack size and the discount are stated differently in the title and the description (300 and 320 mL, 40 and 50 percent) |
A scalp-care shampoo that is also anti-dandruff, so it suits people whose shedding comes with flaking. The listing claims “100% dandruff-free” and “100% stronger hair”, then footnotes them: the first “refers to visible flakes” and the second is “against breakage”. That is honest, and it again limits the hair claim to breakage.
The “100%” in big type is still marketing. The listing gives no ingredient list, and its specification contradicts the product: it says “fragrance-free”, “non-chemical” and lists AHA, BHA and ceramides for a perfumed shampoo. We cannot tell the real price per mL because of the offer and the conflicting pack sizes.
Why it scored well
- Notified with the FDA under this product name; official store
- Footnotes limit “100%” claims to flakes and breakage
- Anti-dandruff as well
Watch-outs
- “100% dandruff-free, 100% stronger hair” headline
- Spec says “fragrance-free”, “non-chemical”, AHA/BHA
- Offer, pack size and discount stated inconsistently

How to choose, if you still want one
- Treat “hair fall” claims as breakage claims. Choose a gentle shampoo with a conditioner, and avoid heat and tight styles.
- Check the FDA portal for the exact product name. See how to check.
- Skip “hair grower”, “regrowth” and “DHT blocker” shampoos and anything claiming to contain minoxidil.
- If you have flaking, choose a dandruff shampoo with a proven active (see our dandruff guide).
- Give it a few weeks, and stop if your scalp itches, burns or reddens.
- See a doctor for patchy or sudden loss, a sore scalp, or loss with fatigue or weight change. A doctor can look for causes such as thyroid or iron problems.
How we researched this guide
We searched Shopee for hair fall and hair grower shampoos on October 12, 2026, checked more than 15 brands against the FDA Philippines verification portal (cosmetic, drug and advisory records), and read three listings in full. Each was scored with our published rubric. For shampoos we defined the key disclosure as the claim’s limits and the ingredient list. Price per mL divides the pack price by the volume in each listing.
The research summary is based on search summaries of published studies and a 2024 systematic review. We did not read the full papers, and found no results for any hair-loss shampoo trial. This guide is general information, not medical advice. It has not yet been reviewed by our health content reviewer.
Frequently asked questions
Does hair fall shampoo work?
It can reduce breakage by conditioning the hair, and clear flaking. We found no trial showing that a shampoo stops hair loss or regrows hair.
What is the best shampoo for hair fall in the Philippines?
In our review, Himalaya Anti-Hair Fall scored highest (65/100) for its honest, breakage-only claim. Pantene Hair Fall Control is the cheapest per mL. None treats hair loss.
Can a shampoo regrow hair?
We found no evidence that it can. The best-supported over-the-counter treatment for male thinning is minoxidil, which is a drug.
Does caffeine shampoo help hair loss?
The one trial we found used a leave-on caffeine liquid, not a shampoo, was open-label, and measured a lab marker. It does not show that a caffeine shampoo works.
Are minoxidil shampoos legit?
Minoxidil is a drug, and the FDA drug records list minoxidil solutions, not shampoos. See our hair grower guide for the registered option we found.
Is biotin shampoo good for hair fall?
We found no evidence for it. See our biotin guide for what the research says about biotin supplements.
What is the difference between hair fall and hair breakage?
Hair fall usually means shedding from the root. Breakage is hair snapping along the length. A shampoo may help breakage, not shedding from the root.
Is "FDA approved" on a shampoo real?
No. The FDA does not approve cosmetics. Check the exact product name on verification.fda.gov.ph for an NN- notification.
Why is my hair falling out suddenly?
Illness, stress, new medicine, weight loss and thyroid or iron problems are among the causes a doctor can check. See a doctor if it is sudden or patchy.
How long should I try a hair fall shampoo?
A few weeks is reasonable. If hair keeps falling, see a doctor rather than switching shampoos.
Will an anti-dandruff shampoo help hair fall?
It may help if flaking and an itchy scalp are the problem. See our dandruff guide.
When should I see a doctor about hair loss?
If it is sudden, patchy or heavy, your scalp is sore, or you have other symptoms such as tiredness or weight change.
