Our verdict

For hair loss in men, the only over-the-counter option with solid evidence is minoxidil, and it only works while you keep using it. It is a drug in the Philippines, so the product must have a drug registration (a DR- or DRP- number). Most of the “hair growers” in Shopee best-sellers are not.

We could find only one registered minoxidil brand on Shopee, Regroe, so this guide has two listings of the same product: The Good Derma (64/100), which prints the registration number, and Dermclinic (46/100), which is cheaper but prints less. Neither is a cure, and results take months.

See a doctor first if you have a scalp condition, patchy or sudden hair loss, high blood pressure or a heart condition. Prescription pills such as finasteride work for many men, but they carry side effects and need a doctor.

Search Shopee for “hair grower” and you will find a very long list of sprays, serums, shampoos and soaps, many sold with a bold “5% minoxidil” or “FDA approved” label. This guide checks them against FDA Philippines drug, cosmetic and advisory records.

141 studies

were included in a 2024 systematic review of treatments for androgenic alopecia. It found that over-the-counter topical minoxidil, among others, promoted hair growth.

What the research actually shows

We read the abstract of a 2024 systematic review of androgenic alopecia treatments (141 studies, PubMed 38852607). Other points below come from search summaries of earlier reviews and from a UK hospital leaflet and product labelling, not from the full papers.

  • Minoxidil: the 2024 review lists over-the-counter topical minoxidil among the treatments that promote hair growth. A 2017 meta-analysis, as summarised in search results, found 5% minoxidil superior to placebo in men, with high variation between studies.
  • Finasteride (prescription): the same sources report a measurable gain in hair count over placebo. A review of 12 trials, as summarised in search results, found sexual side effects, mainly erectile problems, and warned that they may be under-reported. It needs a doctor.
  • Combination: a 2025 meta-analysis of seven trials (396 people), as summarised, found minoxidil plus finasteride beat minoxidil alone, and rated the certainty as moderate.
  • Supplements: biotin and saw palmetto are marketed heavily. A review of saw palmetto found low-quality evidence, and we found no controlled trial of biotin for male hair loss. We did not review them in detail.
  • Stopping: a UK hospital leaflet says benefits last only while you keep using minoxidil and fade within weeks of stopping.

The sources say minoxidil can cause scalp irritation, extra shedding in the first weeks, unwanted facial hair, and, in some people, headaches, dizziness or a fast heartbeat. UK labelling says to stop and see a doctor if you have chest pain, fainting or a racing heartbeat, and not to use it if you have high blood pressure. Swallowing it by accident can be serious.

Why most “hair growers” fail our checks

  • Minoxidil is a drug. The FDA Philippines registers topical minoxidil as a drug, and we found 13 registered minoxidil solutions. A shampoo, spray, serum or soap that contains minoxidil but carries no drug registration should be treated as unregistered; the FDA has issued an advisory on a minoxidil soap for exactly that reason.
  • The FDA has named several. Advisories name unregistered minoxidil products, including Hosoku Minoxidil 15% (2026-0352), New Hair 4U 2% (2026-0363), Nexxus 6% (2024-0502), MedsGo Minoxidil 20 mg capsules (2025-0646) and a minoxidil herbal black soap (2020-023).
  • “Cosmetic” hair growers are a separate problem. The FDA has issued advisories against unauthorized cosmetics sold as hair growers or regrowth formulas, including Greenika (2026-0679) and Coco-Chelle (2026-0330).
  • Imports are not registered here. We found no Philippine registration for Kirkland or Rogaine minoxidil, and Shopee prices for them are 60 to 90 percent below list.

Price₱1,185 for 60 mL, about a month at the usual dose; expiry shown as 18 May 2027

Minoxidil is the one hair-growth ingredient you can buy without a prescription that has solid evidence behind it, and Regroe is the only registered brand we could find on Shopee. This listing prints the registration number, and it matches the FDA record for the 5% strength. It also shows an expiry date, a country of origin and the volume.

The listing is thin on the things a first-time user needs. It gives no directions, no warnings and no ingredient list, and says the 5% strength is “perfect for those starting their hair regrowth journey” without saying who should not use it. It is sold by a reseller, not by Derm Pharma. It is also the most expensive way to buy Regroe: about ₱40 a day at the usual dose.

Why it scored well

  • Registration number printed and matches the FDA record
  • Expiry date and origin shown
  • Long-running shop with a large review base

Watch-outs

  • No directions, warnings or ingredient list on the listing
  • Reseller, not the manufacturer
  • About ₱40 a day; the other listing is cheaper

SellerDermclinic: 6 years on Shopee, 25.4K shop ratings, 2.2K on this listing, 57% response rate. Not the manufacturer
Price₱956 for 60 mL (list ₱1,195); a 120 mL listing from the same shop is ₱1,456

The same registered Regroe 5%, about ₱230 cheaper than The Good Derma. Our score is lower only because the listing tells you less: it prints no registration number and no expiry date, and says the solution is “suitable for both men and women” and has “proven benefits” without giving directions or warnings.

The shop has a 57 percent response rate, so questions may go unanswered. Check the box for the DR-XY7298 number and the expiry date when it arrives. We did not read the shop’s 120 mL listing (₱1,456, about ₱12 per mL against about ₱16 for the 60 mL), so we did not score it.

Why it scored well

  • Registered Regroe 5% at a lower price
  • Large review base
  • No advisory on the brand

Watch-outs

  • Registration number and expiry not shown in the listing
  • No directions or warnings
  • 57% response rate

Other registered minoxidil brands. The FDA portal lists registered minoxidil solutions under Minox, Regain, Mandil, Minoxl, Imixia and Maxigrow, among others. We did not find these on Shopee in our searches. If you see one, check the exact name and strength against the FDA record.

Finasteride. It is a prescription medicine, and we do not link to it. A doctor can decide whether it suits you and explain the side effects.

Hair-growth supplements, shampoos and derma rollers. We did not score them in this guide.

How to use minoxidil safely

  • Read the box for the directions and warnings. Our Shopee listings did not print them.
  • Do not use it on irritated, inflamed or infected scalp, or if you have high blood pressure or a heart condition, unless your doctor says so.
  • Expect a few weeks of extra shedding at the start. It usually settles.
  • Use it continuously. Benefits fade within weeks of stopping, according to a UK hospital leaflet.
  • Wash your hands after applying, keep it away from children and pets, and never swallow it.
  • Stop and see a doctor for chest pain, fainting, a racing heartbeat, swelling of the hands or feet, or persistent scalp redness.
  • Women, pregnant or breastfeeding: ask a doctor before using any minoxidil product.

How we researched this guide

We searched Shopee for minoxidil and hair growers for men on October 12, 2026, checked the brands against the FDA Philippines verification portal (drug, food, cosmetic and advisory records), and read two listings in full. Each was scored with our published rubric. Because minoxidil is a drug, we scored registration on the drug record. Price per day assumes a 60 mL bottle lasts about a month, as the listing says.

The research summary is based on the abstract of a 2024 systematic review (PubMed 38852607) and on search summaries of earlier reviews and a UK hospital leaflet and product labelling. We did not read the full papers. This guide is general information, not medical advice. It has not yet been reviewed by our health content reviewer.

Frequently asked questions

Does minoxidil work for men's hair loss?

Yes, for many men. A 2024 systematic review of 141 studies lists over-the-counter topical minoxidil among the treatments that promote hair growth. It works only while you keep using it.

What is the best hair grower for men in the Philippines?

In our review, Regroe 5% minoxidil from The Good Derma scored highest (64/100). It is the only registered minoxidil brand we found on Shopee, and the listing prints a registration number that matches the FDA record.

How long does minoxidil take to work?

Trials run for months, and a few weeks of extra shedding at the start is common. See a doctor if you see no change after several months.

Is minoxidil FDA registered in the Philippines?

Topical minoxidil is registered as a drug. The FDA portal lists 13 minoxidil solutions, including Regroe 5% (DR-XY7298).

Are minoxidil shampoos and sprays from Shopee legit?

Be careful. Minoxidil is a drug, and we found no drug registration for the cosmetic-style minoxidil shampoos and sprays we checked. The FDA has issued advisories on unregistered minoxidil products.

What are the side effects of minoxidil?

Scalp irritation, extra shedding at first and unwanted facial hair are common. Headaches, dizziness or a fast heartbeat can occur. Stop and see a doctor for chest pain, fainting or a racing heartbeat.

What happens if I stop using minoxidil?

A UK hospital leaflet says the benefits fade within weeks of stopping.

Is minoxidil better than finasteride?

They work differently and are often used together. A 2025 meta-analysis, as summarised in search results, found the combination beat minoxidil alone. Finasteride is a prescription medicine with side effects, so ask a doctor.

Do biotin or saw palmetto grow hair?

The evidence is weak. A review of saw palmetto found low-quality evidence, and we found no controlled trial of biotin for male hair loss.

Is Rogaine or Kirkland minoxidil on Shopee real?

We found no Philippine registration for either, and the listings are priced far below list. Counterfeit and grey-market risk is high.

Is "FDA approved" on a hair grower listing real?

Not as a Philippine registration. Check the exact product name on verification.fda.gov.ph for a DR- or DRP- number.

When should I see a doctor about hair loss?

If it is sudden or patchy, your scalp is red or sore, you are young, or you have other symptoms. A doctor can check for causes such as thyroid or iron problems.
