Our verdict
Choose a fragrance-free, alcohol-free wipe with a short ingredient list from the brand’s own shop, and put every wipe in the bin, not the toilet. Baby wipes are cosmetics in the Philippines, so each brand needs an FDA notification, and we scored only brands that have one. Of the five, Johnson’s Fragrance Free Baby Wipes (79/100) is the best documented, with the full formulation printed, but costs about ₱3.20 per wipe. Kleenfant Baby Wipes 108 Sheets (75/100) has an exact-name notification and costs about ₱0.45 per wipe, which makes it the best value.
The cheap, unbranded “organic baby wipes” at ₱14 to ₱109 are the real risk: they show no brand, no registration and sometimes a fake “FDA approved”. We also found wipes from known brands, Pigeon, Hoppi, Mitu and Huggies, sold by overseas resellers with no ratings, and we left them out. Stop using a wipe if the skin turns red or rashy, and ask your pediatrician about broken or oozing skin. This is general information, not medical advice.
Wipes are used at every diaper change, often eight or more times a day, so what is in them and what they cost both matter. We checked brand wipes on Shopee against the FDA Philippines cosmetic notifications, read each listing in full, and priced each by the wipe. In the Philippine heat, a gentle wipe that leaves skin clean and dry is part of preventing a diaper rash, but the wipe does not prevent a rash on its own.
₱0.45 vs ₱3.20
per wipe for the cheapest and the dearest of the wipes we could price: Kleenfant 108 sheets at ₱49 after voucher, and Johnson’s Fragrance Free 75s at ₱240. At 8 changes a day with 2 wipes each, that is about ₱7 versus ₱51 a day.

What to look for in a baby wipe
These points come from search summaries of pediatric advice, brand and consumer pages, including a Which? report and pharmacy blogs, not from the original documents. Several are written by wipe brands, so treat them as general advice and ask your pediatrician.
- Choose fragrance-free and alcohol-free. Fragrance is the top irritant named by the sources we read, and a pediatrician quoted advises wipes that are alcohol-free and unscented. “Fragrance-free” is worth checking: some products carry masking scents.
- Look at the preservative. Methylisothiazolinone (MI) and methylchloroisothiazolinone (MCI) have the strongest evidence for causing contact allergy; they are restricted in leave-on products in the EU. Formaldehyde-releasing preservatives are another group some parents avoid. Phenoxyethanol is more contested; one source reports a European safety committee judged it acceptable up to 1%.
- A short ingredient list is easier to check. A wipe with no list, or a list that names no preservative, tells you less than one that prints everything.
- Water wipes are the simplest option for a newborn. Plain water on a soft cloth or cotton wool is another. Water wipes can dry out quickly once opened and may clean heavy mess less well.
- Wipes are fine for newborns, according to a pediatrician quoted, unless baby develops redness or a rash, when cotton squares dipped in warm water are an alternative.
- Never flush wipes, even ones labelled “flushable”. Municipal pages we read say they do not break down and cause blockages.
- See a doctor if the skin is broken, oozing, blistered or the rash does not improve.
What the claims on these listings actually mean
| Claim | What it covers | Key exclusion |
|---|---|---|
| “FDA approved” | A regulator’s approval | In the Philippines, baby wipes are cosmetics that the FDA notifies, not approves. A listing that says “approved” with no number is a red flag |
| “99% water”, “pure water” | The water content | The rest still needs a preservative; look for it on the label |
| “Hypoallergenic”, “dermatologist tested” | A brand statement | Not a guarantee that a baby will not react. Try a new wipe on a small area first |
| “Clinically proven mild” | A brand’s own test | No study is cited in any of the listings |
| “Natural”, “organic” | Marketing words | Neither is backed by an ingredient list in the listings we read |
| “No harmful chemicals” | What the brand chose to leave out | Common preservatives are not “harmful” by default; the safety sources we read treat MI and MCI as the main concern |
| “Anti-bacterial” | An antimicrobial claim | It sits oddly beside “no additives”; ask what the antibacterial ingredient is |
| “Flushable” | A label claim | Utility pages say do not flush any wipe |
Baby wipe listings we would be careful with
| Product | What we found | Our check |
|---|---|---|
| Hoppi Premium 99% Baby Water Wipes, ₱329 to ₱477, from jsbabyshoplr.ph | Hoppi has several notified wipes (Hoppi Philippines Inc.), but this listing ships from Malaysia, is sold by a shop with 1 follower and 0 ratings, and the specification names no brand. We could not tell whether it is the notified product. | Notified brand, unverifiable listing |
| MITU Baby Wipes Wet Tissue (50+50), ₱341, from meikewiw1.ph | Mitu has a notified wipe (Medethix, Inc.), but the listing ships from Indonesia, has 0 sold, no ingredients, and says the price “includes shipping fee that should be borne by the buyer”. | Notified brand, unverifiable listing |
| Pigeon Baby Wipes Hand & Mouth, 6 packs, ₱1,925, from adoi3t.ph | Pigeon has many notified wipes (Richwell Phils.), but this listing ships from Thailand, with Thai text, a shop with 0 followers, and a title that says 70 pieces while the text says 60 sheets per pack. At about ₱4.60 to ₱5.35 per wipe, depending on which count is right, it is far above Philippine prices. | Overpriced import |
| Huggies “Golden Wet Wipes” and Pampers wipes from overseas shops, ₱299 to ₱6,552 | Titles stuffed with brand and shop names, boxes at ₱1,913 to ₱2,777, and Japan-direct imports. They are not from Huggies Philippines or Pampers’ own shop. | Look-alike or import listings |
| “[FDA Approved] Dong Bang Yao Baby Original Moisturizing Soft Wipes”, ₱25 | Claims FDA approval without a number; we could not match the product to an FDA notification. | Claim we cannot support |
| Unbranded “organic baby wipes 80pcs”, “3/5/10pack Wipes for Baby 100pcs Per Pack”, ₱14 to ₱109 per listing, from many shops | No brand in the title or specification, “organic” and “non-alcohol” claims, and many near-identical listings with thousands of sales. We found no FDA notification for them. | No maker to check |
| Cussons Baby Wipes and Einmilk, WT Wipes, TETO wipes | Known names, but we found no FDA cosmetic notification for a wipe under these names, and the listings we saw were from resellers. The portal’s lists are capped, so “not found” is not proof that none exists. | No notification found; not scored |

| Price | ₱240 for 75 wipes (list ₱266), about ₱3.20 per wipe |
The best-documented wipe: the exact product is notified with the FDA, the full formulation is printed, the directions and the “do not flush” warning are there, and it is sold by the owner’s official store with nearly a thousand ratings on the listing. The formulation is short, with no alcohol, no soap and none of the preservatives, methylisothiazolinone and its relatives, that pediatric and consumer pages single out as irritants.
It does use phenoxyethanol, a preservative that some brands avoid and that one European safety committee assessed as acceptable in cosmetics up to 1%; a parent who wants to avoid it should read the list. The claims “clinically-proven mild” and “help prevent nappy rash” are the brand’s own, with no study cited. At about ₱3.20 per wipe it is the dearest of the five, and the listing had only three packs in stock when we looked.
Why it scored well
- Exact product notified with the FDA
- Full formulation, directions and warnings
- Official store; 4.9 from 992 ratings
Watch-outs
- Contains phenoxyethanol
- Brand’s own claims, no study cited
- About ₱3.20 per wipe; low stock

| FDA status | A notified “Kleenfant Baby Wipes 108 Sheets” record exists (Inspi Philippine Venture Merchandise Corp.), NN-1000014733535, valid to May 2028; the brand has many other notified wipes |
| Registration number in listing? | No |
| Ingredients | Listed: water (99%), glycerin, aloe leaf extract, allantoin, grape seed extract, tocopherol (vitamin E). No preservative or other ingredient is named |
| Claims | “Formulated without harmful chemicals like citric acid and phenoxyethanol, which can irritate sensitive skin”, “100% baby-safe formula”, “clinically tested and dermatologist approved”, “allantoin promotes skin healing” |
| Specifications | Alcohol-free, hypoallergenic, “non-chemical”, paraben-free; scents unscented, baby scent (and lavender in the text) |
| Substitution | If the 108-sheet pack is unavailable you receive 4 packs of 35 sheets (140 sheets) instead |
| Seller | Kleenfant: 5 years on Shopee, 3M ratings, 2M followers, 100% response; 4.9 stars from 5.1K ratings, 10K+ sold |
| Price | ₱49 after voucher for 108 sheets (list ₱79), about ₱0.45 per wipe, or about ₱0.73 at the list price |
By far the cheapest per wipe, with an exact-name FDA notification, a short ingredient list and the brand’s own shop behind it. If a fragrance-free, alcohol-free wipe at about half a peso each is what you need, this is the one.
Two things to notice. The ingredient list shows 99% water and a handful of extracts but names no preservative, and a wipe that is mostly water would normally need one; we cannot tell what keeps these fresh. And the listing calls citric acid and phenoxyethanol “harmful” irritants, a stronger statement than the safety sources we read support, since Johnson’s uses both and is notified. Treat “clinically tested and dermatologist approved” as unsupported until the brand shows the study.
Why it scored well
- Exact product notified with the FDA
- About ₱0.45 per wipe
- Official brand shop with 5.1K ratings on the listing
Watch-outs
- No preservative named in a 99% water wipe
- “Harmful chemicals” wording about common ingredients
- May arrive as four packs of 35
Budget local brand, thin listing
3. White Dove Baby Wipes 80s by PC Personal Collection (Neat Nest)
Shopee68/100
FDA notification matched
About ₱0.79 per wipe
Reseller shop
No wipe ingredients
| FDA status | A notified “White Dove Baby Wipes with Aloe Vera Extract” record exists (Personal Collection Direct Selling, Inc.), NN-1000016249616, valid to April 2029 |
| Registration number in listing? | No |
| Ingredients and directions | None for the wipes. The description is shop copy about other White Dove products: milk soap, baby oil, lotions, powder with sterilized talc, wash and shampoo |
| Claims | None for the wipes; “100% authentic products since day 1” |
| Seller | Neat Nest: a retailer, 6 years on Shopee, 16.7K ratings, 5.7K followers, 100% response; 5.0 stars from only 10 ratings on this listing, 153 sold |
| Price | ₱63 after voucher for 80 wipes (400 g), about ₱0.79 per wipe |
A Philippine brand with an FDA-notified wipe and a price of about ₱0.79 per wipe. The listing makes no claims for the wipes at all, which is better than making claims it cannot back.
It tells you nothing about what is in them, and the description is copied from the brand’s other products, including a talc powder. It is sold by a reseller, not by the brand, with only 10 ratings on this listing. The notified product has aloe vera extract; the listing does not say so, so check the pack.
Why it scored well
- Name matched in the FDA notifications
- About ₱0.79 per wipe
- No claims made for the wipes
Watch-outs
- No ingredients or directions in the listing
- Description copied from other products
- Reseller; 10 ratings on this listing

4. Tiny Buds Natural Baby Wipes, Waterfill and Honey Scent, 6-pc Bundle
Shopee66/100
FDA notification matched
Official shop
Pack size not stated
Honey-scented option
| FDA status | A notified “Waterfill Wet Wipes” exists (C’Scor Global Intertrade Corp), NN-1000015507728, valid to December 2028, and a “Gentle Baby Wipes” NN-1000016205391 (valid to July 2029), both under the company that holds the Tiny Buds wipe notifications |
| Registration number in listing? | No |
| Claims | “99.5% drinking water and gentle ingredients”, “SLS free”, “alcohol free”, “honey scent”; the title says “Natural” and “Organic” |
| Missing | No ingredient list, no sheets per pack, no directions; the bundle mixes two products |
| Seller | Tiny Buds Baby Naturals Official Shop: 10 years on Shopee, 3.6M ratings, 1.3M followers, 100% response; 4.9 stars from 938 ratings, 3K+ sold, fulfilled by Shopee |
| Price | ₱504 for a 6-pack bundle (list ₱840); we could not tell how many sheets, so we have no price per wipe |
A Philippine brand with a long history, an official shop with millions of ratings, and notified wipes under its own line. The water wipe is a simple option for newborns, and part of the proceeds go to a clean-water project, which the listing states.
The listing does not say how many sheets are in a pack, so we cannot work out the price per wipe. The title calls the wipes “Natural” and “Organic” while the text says only that they are water-based and SLS-free; neither word is backed by an ingredient list. The bundle is of two different products (water wipes and a honey-scented wipe), so read the pack before you assume it is fragrance-free.
Why it scored well
- Name matched in the FDA notifications
- Official shop with 3.6M ratings
- Water-filled wipe suits a newborn
Watch-outs
- Pack size and ingredients not stated
- “Natural” and “organic” in the title without support
- The bundle includes a scented wipe

5. Aiwibi Baby Wipes 99% Pure Water, Unscented, 60 wipes (Flip-Top Pack)
ShopeeFDA notification matched
About ₱2.30 per wipe
“No additives” vs anti-bacterial tick
Shop is 3 years old
| FDA status | Notified “Aiwibi Australia Baby Wet Wipes” records exist (Infinitex Prime Distributions OPC), for example NN-1000015858552 (valid to January 2029), and a “Baby Wet Wipes 99.91% Water” NN-1000011922475 (valid to December 2026) |
| Registration number in listing? | No |
| Claims | “99.91% EDI 7-layer filtered pure water”, “hypoallergenic”, “skin-friendly for newborns”, “free from any additional additives”, “odorless, no fragrance” |
| Specifications | Tick alcohol-free, fragrance-free, no tears, paraben-free and “anti-bacterial”; the text says there are no additives |
| Missing | No ingredient list |
| Seller | Aiwibi Store: 3 years on Shopee, 39.5K ratings, 26.9K followers, 95% response; 4.9 stars from 86 ratings on this listing, 582 sold |
| Price | ₱139 to ₱159 for 60 wipes, about ₱2.30 to ₱2.65 per wipe |
A water wipe from a brand with several notified products and an official-looking own shop, for a parent who wants the simplest wipe for a newborn. The claims about the wipe itself are modest.
“Free from any additional additives” cannot be squared with a specification that ticks “anti-bacterial”, and a wipe that is 99.91% water still needs something to keep it from spoiling; no ingredient list says what. Water wipes also dry out quickly once opened and some pages say they clean heavy mess less well. At about ₱2.30 to ₱2.65 per wipe it is far dearer than Kleenfant.
Why it scored well
- Notified with the FDA by brand and product
- Simple water wipe, unscented
- Shop with 39.5K ratings
Watch-outs
- “No additives” vs the anti-bacterial tick
- No ingredient list
- About ₱2.30 to ₱2.65 per wipe
How to choose and use baby wipes
- Pick a brand that has an FDA notification and search the product name on the portal if you are unsure.
- Buy from the brand’s own shop, or a retailer you know. Skip listings with no brand, shipped from overseas, or priced far below a branded wipe.
- Choose fragrance-free and alcohol-free, and read the ingredient list for preservatives. Be wary of lists that print nothing.
- Price by the wipe. A bundle price means little until you divide it by the sheets in the pack.
- Keep the lid closed so the wipes do not dry out, and use a clean wipe for each pass.
- Put used wipes in the bin. Do not flush them.
- Stop and ask your doctor if the skin turns red, rashy, or broken or oozing.
How we researched this guide
We searched Shopee for baby wipes on October 13, 2026, kept brands that parents know and that are sold by their own shops, read eight listings in full (five scored, three reviewed for the careful-with table) and scored the five with our published rubric: FDA notification (25), disclosure (20), claims (20), consistency (10), seller record (15) and value per wipe (10). We searched the FDA Philippines verification portal for cosmetic notifications and advisories under each brand. The FDA notifies cosmetics; it does not approve them. No listing prints a notification number, so we matched products by brand and name. The portal’s lists are capped, so a record we did not find is not proof that none exists. We did not score brands or listings we could not verify.
The advice on wipes comes from search summaries of pediatric and consumer pages, including brand blogs, not the original documents; the AAP’s HealthyChildren wipes page was not available to us. We did not test any wipe. We have not checked the Shopee affiliate programme’s rules for baby products. This guide is general information, not medical advice. It has not yet been reviewed by our health content reviewer.
Frequently asked questions
What are the best baby wipes on Shopee Philippines?
Of the five we scored, Johnson's Fragrance Free Baby Wipes (79/100) was the best documented, and Kleenfant Baby Wipes 108 Sheets (75/100) was the best value at about ₱0.45 per wipe.
Does the FDA approve baby wipes?
No. In the Philippines baby wipes are cosmetics, which the FDA notifies; it does not approve them. A listing that says "FDA approved" with no number is a red flag.
Are baby wipes safe for newborns?
A pediatrician quoted in the pages we read says wipes are fine for newborns, unless baby develops redness or a rash, when cotton squares and warm water are an alternative. Ask your pediatrician.
Are water wipes better?
They have the shortest ingredient list, which makes them a simple option for a newborn. They can dry out quickly once opened and may clean heavy mess less well, and the clinical claims on them come from the makers.
What should I avoid in baby wipes?
Fragrance and alcohol are the usual advice. The sources we read single out the preservatives methylisothiazolinone (MI) and methylchloroisothiazolinone (MCI), which are restricted in leave-on products in the EU. Phenoxyethanol is more contested.
Is phenoxyethanol safe in baby wipes?
One source reports a European safety committee judged it acceptable in cosmetics up to 1%; others avoid it. Johnson's uses it; Kleenfant says it does not. Read the list and choose what you are comfortable with.
Can I flush baby wipes?
No. Even wipes labelled flushable do not break down in the sewer, according to the utility pages we read. Put them in the bin.
Why are some wipe listings so cheap?
Unbranded "organic" wipes at ₱14 to ₱109 a pack show no maker, no registration and sometimes a fake "FDA approved". We found no FDA notification for them and would not use them on a baby.
Are Pigeon, Hoppi and Mitu wipes real?
The brands have notified wipes, but the listings we found were from overseas resellers with no ratings. Buy from a brand's own shop, or from a store you trust.
Is Kleenfant's claim about citric acid and phenoxyethanol right?
The listing calls both "harmful"; the safety sources we read treat them as acceptable in cosmetics at limited levels. Its ingredient list also names no preservative, so check the pack.
Do wipes prevent diaper rash?
Not by themselves. Pediatric pages say rashes come mainly from wetness, friction and infrequent changes. A gentle wipe, clean dry skin and frequent changes help.
When should I see a doctor?
If the skin is broken, oozing or blistered, the rash spreads or does not improve in a few days, or your baby has a fever.
