Our verdict
Sisters Ultra Thin (85/100, about ₱4.33 per pad) has the most complete listing, and Charmee Cottony All Flow (74/100) is the cheapest at about ₱3.00 per pad. Modess (82) is the best big pack from a brand-owner store, and Kotex (67) is fine if you already use it.
We skipped pads that claim to fight bacteria, odour or infection with “anion” strips or herbs, since FDA Philippines says such pads need authorization; we also skipped unknown brands and cross-border resellers. This is general information, not medical advice.
We searched the Shopee affiliate offer list and Shopee search for sanitary napkins on October 17, 2026, by brand name and by store, and read each listing in full. We kept plain pads from nationally known brands sold by the brand’s own official shop or a Shopee Mall retailer.

Do sanitary napkins need FDA registration in the Philippines?
Mostly no. In FDA Advisory No. 2019-246 (15 August 2019, repeating Advisory 2017-323), FDA Philippines says that as a general rule pantyliners and sanitary napkins do not need FDA authorization. The exception is pads sold with health claims, such as relieving tension, reducing irritation, preventing or curing UTI, myoma, vaginal odour or hormonal imbalance, or releasing negative ions. Those are treated as medical devices that need a certificate of product registration, and selling them without one breaks the FDA Act of 2009.
So an FDA number is not the test for a plain pad. What you can check is the brand, the shop and the claims. A pad that promises to treat or prevent something is the one to question, not the plain one. When we searched the FDA portal on 17 October 2026, we found only one sanitary pad with a medical device notification (TENA Discreet Regular, CDRRHR-CMDN-2023-1302756), and no record for any “anion” pad.
Changing pads and avoiding irritation: what health agencies say
These points come from the US Centers for Disease Control and Prevention page on menstrual hygiene. They are general advice, not medical advice for your situation.
- Change pads every few hours, however light the flow. The CDC gives no exact number of hours for pads (it gives 4 to 8 hours for tampons).
- Use unscented pads, tampons and toilet paper. The CDC notes that scented products can irritate the skin and affect the natural pH balance.
- See a doctor for a change in vaginal odour, extreme or unusual pain, or periods that are heavier or longer than usual. A pad cannot fix any of these.
What the claims on these listings actually mean
| Claim | What it covers | Key exclusion |
|---|---|---|
| “Unscented” | No added fragrance (Sisters says it) | Says nothing about the other materials |
| “Cottony” or “cottony soft cover” | How the top sheet feels | Not the same as cotton; none of these listings says the cover is cotton |
| “Super Gel” or “locks in fluid” | An absorbent core that turns liquid into gel (pad cores generally use a superabsorbent polymer) | No absorbency figure is given, so you cannot compare pads by it |
| “Patented leak-lock channels” (Modess) | A shaped core that spreads fluid | No patent number is given |
| “Protection from irritation and odor” (Kotex) | A general promise of comfort and freshness | No explanation of how, and no scent statement |
| “Anion strip that helps eliminate bacteria” (Charmee Anion) | A health claim | FDA Philippines says pads with health claims need registration; we found none for this pad |
| Heavy, all flow, overnight | The flow the maker designs the pad for | No shared standard between brands; compare length and read reviews |
Sanitary napkin listings we would be careful with
| Product | What we found | Our check |
|---|---|---|
| Charmee Ultra Thin Anion Napkin (Watsons Official Store) | Listing says its “anion strip … helps eliminate bacteria and unwanted odors”. FDA Advisory 2019-246 names negative-ion claims as needing registration; we found no FDA record for an anion pad. Ironically it is the only listing we read with a full material list (nonwoven, airlaid paper, fluff pulp, superabsorbent polymer, PE film, adhesive). | Not scored: health claim, no record found |
| Whisper pads | A well-known brand, but we found no Shopee Mall or official Whisper store, only resellers (for example a shop opened in October 2023 with 2.4K followers). | Not scored: no official store found |
| Laurier and Sofy pads | Sold on Shopee PH by cross-border shops located in Japan, Vietnam and Indonesia, or by small local resellers. | Not scored: cross-border resellers |
| Pads claiming probiotics, “anti-fungal virus”, “whitening” or “warm health” | Offer-list titles with health or whitening claims, mostly cross-border shops with no seller record we could check. | Not scored: health claims, unknown sellers |
| Unknown “organic cotton” and budget brands | Brands such as Company Love, Lady Kitty, KB Organic, Niceday and Whole Love: we could not verify a brand record or a long-standing shop. | Not scored: unverified brands |
| Multi-brand promo bundles with odd symbols in the title | Several “Sisters”, “Charmee” and “Modess” offers from non-official shops at prices far above the official stores (for example Sisters 8 pads listed at ₱495 to ₱544). | Not scored: buy from the official store |
Our picks

85/100
245 mm, wings
Unscented (stated)
Sold by the brand maker
About ₱4.33 per pad
| FDA status | No FDA check applies: FDA Advisory 2019-246 says plain sanitary napkins do not need FDA authorization. This listing makes no health claim. No advisory found naming Sisters pads. |
| Specifications stated | 245 mm long, wings, individually wrapped, 6 pads; unscented (listing attribute); perforated cottony top sheet; “Super Gel” absorbent core; “Four wall shield” against side leaks |
| Claims | “Four wall shield to prevent side and end leaks”, “Quick absorbent zone”, “Super Gel that turns liquid into gel” |
| Not stated | Backsheet and adhesive materials, absorbency level, shelf life |
| Seller | Megasoft Hygienic Products Inc, the brand maker’s official shop (on Shopee since July 2019, 285K followers, 4.91 shop rating, 88% response). Listing 4.89 from 90,458 ratings; search shows 1M+ sold. |
| Price | ₱26 for 6 pads, about ₱4.33 per pad (17 October 2026) |
Sisters ranks first because its listing answers more of the questions that matter for a pad than any other we read: the length (245 mm), that it is unscented, how the edge is built and what the core does. It is sold by Megasoft Hygienic Products, the company that makes it, and the listing has more ratings (90,458) than the other three combined. Its claims are mechanical (walls, an absorbent zone, a gel core) rather than health claims.
It still does not say what the pad is made of beyond the “cottony” top sheet, and it gives no shelf life. Six pads is a small pack; the brand’s family and bundle packs bring the per-pad price down, so compare the per-pad figure before you check out. The score reflects a listing, not a lab test: we did not use or test any pad.
Why it scored well
- Says “unscented” in plain words
- Length and construction stated
- Sold by the maker; very large rating count
Watch-outs
- No material list or shelf life
- Small 6-pad pack; bundles are cheaper per pad
- The “Super Gel” is not explained further

82/100
23 cm, wings
Scented (attribute only)
Shelf life explained
About ₱5.19 per pad
| FDA status | No FDA check applies to plain pads (FDA Advisory 2019-246). No health claim on the listing. No advisory found naming Modess. |
| Specifications stated | 23 cm, wings, regular flow, day use, 32 pads; “improved cottony soft cover”; 3-year shelf life from the manufacturing date, with the date code format explained (DDMMYY plus shift and line) |
| Claims | “CLOSE FIT CENTER: patented leak-lock channels”, “superior dryness”, “Fast Absorbing vs Leaks” |
| Inconsistencies | The product attributes say “Scented”; the description never mentions fragrance |
| Seller | Kenvue Official Store, Shopee Mall (on Shopee since August 2017, 1.08M followers, 4.94 shop rating, 100% response). Listing 4.95 from 17,766 ratings; search shows 60K+ sold. |
| Price | ₱166 for 32 pads, about ₱5.19 per pad (17 October 2026) |
Modess is sold by Kenvue, the brand owner, in a Shopee Mall store with a long record. Its listing does one thing no other pick does: it explains that the date printed on the pack is the manufacturing date, not an expiry date, and that the pads keep for three years from it. That is useful and honest, and it is the kind of detail most pad listings leave out.
Two things hold it back. “Patented” and “superior dryness” come with no patent number and no comparison, so they are descriptions, not evidence. And the only place the listing says the pad is scented is a product attribute; the description is silent. If fragrance bothers your skin, that matters, and it should be in the text.
Why it scored well
- Brand owner’s Mall store
- Shelf life and date code explained
- 32-pad pack
Watch-outs
- Scented, and the description does not say so
- “Patented” and “superior” are unsupported
- No material list

74/100
Wings, all flow
Length not stated
Shelf life 3 years
About ₱3.00 per pad
| FDA status | No FDA check applies to plain pads (FDA Advisory 2019-246). This pad makes no health claim. The same brand’s “Anion” pad does; see the careful-with table. |
| Specifications stated | Wings, 12 pads, “micro dimple cover”, “quick absorbing plus leak control channels”, shelf life 3 years |
| Claims | “No period paranoia”, “fluids are locked-in” |
| Inconsistencies | No length anywhere on the listing; the same description is pasted again under “Product Usage” |
| Seller | Watsons Official Store, Shopee Mall retailer (on Shopee since September 2018, 7.18M followers, 4.90 shop rating, 100% response). Listing 4.92 from 3,363 ratings; search shows 10K+ sold. |
| Price | ₱36 for 12 pads, about ₱3.00 per pad (17 October 2026) |
Charmee is the cheapest pad per piece in this guide by a clear margin, sold through Watsons’ Mall store (Puregold’s Mall store also carries the brand). It is a long-running local brand; its feminine wipes are FDA-notified under J.S. Unitrade. For most people who simply want a basic winged pad at a low price, this is the one to look at first.
The listing is thin. It does not give the length, so you cannot compare it with the 23 cm and 245 mm pads above, and it says nothing about scent or materials. It is sold by a retailer, not the maker, which is why its provenance score is lower. Also note that the brand sells a different “Ultra Thin Anion” pad with an antibacterial claim; that is not this product, and we did not rank it.
Why it scored well
- About ₱3.00 per pad
- Large Mall retailer
- States a shelf life
Watch-outs
- No length stated
- Scent not stated
- Sold by a retailer, not the brand

67/100
23 cm, ultrathin
48 pads
Official brand shop
About ₱5.13 per pad
| FDA status | No FDA check applies to plain pads (FDA Advisory 2019-246). The listing mentions “irritation” and “odor” but makes no medical claim. No advisory found naming Kotex. |
| Specifications stated | 23 cm, ultrathin, 48 pads (6 packs of 8); a 28 cm size exists |
| Claims | “5-in-1 period protection from the most common period problems: leakage, wetness, bulging, irritation, and odor” |
| Not stated | Materials, scent, whether it has wings, how irritation or odour is handled, shelf life |
| Seller | Kotex Official PH (on Shopee since September 2020, 54K followers, 4.95 shop rating, 9% chat response rate). Listing 4.96 from 7,211 ratings; search shows 20K+ sold. |
| Price | ₱246 for 48 pads, about ₱5.13 per pad (17 October 2026); Watsons sells one 8-pad pack at ₱51 (₱6.38 per pad) |
Kotex is a well-known international brand, sold here by its own official shop, and the 48-pad box is a sensible buy if you already know the pad suits you. Per pad it costs about the same as Modess.
The listing is the thinnest of the four: two sentences. It promises protection from “irritation” and “odor” without saying how, and it does not say whether the pad is scented, which is the detail that most often matters for irritation. The shop’s 9% chat response rate is also low, so do not count on quick answers to questions.
Why it scored well
- Official brand shop
- Big box lowers the per-pad price
- High listing rating (4.96)
Watch-outs
- Two-sentence listing
- “Irritation” and “odor” claims are unexplained
- Shop rarely answers chats (9%)
How to choose a sanitary napkin
- Compare price per pad, not price per pack. In this guide it ran from about ₱3.00 (Charmee) to ₱5.19 (Modess) on 17 October 2026.
- Pick the length for the time of day: the day pads here are 23 to 24.5 cm; overnight pads from the same brands run longer (Sisters sells 290 mm and 410 mm versions).
- If your skin reacts easily, look for “unscented” in the listing text. Of our four picks, only Sisters says it plainly.
- Buy from the brand’s own store or a Mall retailer. The same pads from other shops were sometimes many times the price.
- Skip pads that promise to kill bacteria, cure infections or balance hormones. Plain pads do not need FDA registration; pads with those claims do.
- Check the date on the pack. Modess explains that its printed date is the manufacturing date and the pads keep for three years from it.
How we researched this guide
We searched the Shopee affiliate offer list and Shopee search for sanitary napkins on October 17, 2026, searched again by brand (Whisper, Modess, Charmee, Sisters, Kotex, Sofy, Laurier) and inside the Watsons, Puregold and S&R Mall stores, and looked each brand up in the FDA Philippines verification portal, including its advisories. We scored them with our published rubric: provenance and registration (25), disclosure (20), claims (20), consistency (10), seller record (15) and value (10). Because plain pads are not registered, the provenance score rests on who sells the pad. We did not use or test any product.
No pick reaches 90 because no ranked listing names its materials; the scores reflect listings, not how well a pad works for you. The hygiene points are general advice, not medical advice. This guide has not yet been reviewed by our health content reviewer, and we have not checked the Shopee affiliate programme’s rules for this category.
Frequently asked questions
What is the best sanitary napkin in the Philippines?
In our review Sisters Ultra Thin with Wings scored highest (85/100) because its listing states the length, says it is unscented and is sold by the maker. Charmee Cottony All Flow was the cheapest per pad. The best pad for you is the one that fits your flow and does not irritate your skin.
Are sanitary napkins FDA registered in the Philippines?
Plain ones generally are not, and do not need to be. FDA Advisory 2019-246 says pads with health claims, such as negative ions or preventing infection, do need registration.
Are anion sanitary napkins safe?
We cannot say they are unsafe, but FDA Philippines lists negative-ion claims among those that require registration, and we found no FDA record for an anion pad. We did not rank them.
How often should I change my pad?
The CDC says every few hours, no matter how light the flow. Change sooner if the pad feels wet or uncomfortable.
Scented or unscented pads?
The CDC advises unscented pads, because scented products can irritate the skin. Check the listing text; Modess lists "Scented" only in its product attributes.
Is "cottony" the same as cotton?
No. "Cottony" describes how the cover feels. None of the four listings we ranked says the cover is made of cotton.
Which pad is cheapest per piece?
Charmee Cottony All Flow at about ₱3.00 per pad (₱36 for 12) on 17 October 2026. Sisters was about ₱4.33, Kotex ₱5.13 and Modess ₱5.19.
Why is Whisper not ranked?
We found no official Whisper store or Shopee Mall seller, only resellers, so we could not confirm where the stock comes from.
Do pads expire?
Some listings give a shelf life: Modess and Charmee say three years. Modess explains that the date on its pack is the manufacturing date, not the expiry date.
What do "heavy flow" and "overnight" mean?
They describe what the maker designed the pad for. There is no shared standard between brands, so compare the length and the pad count.
Can a pad prevent UTI or odour?
No pad we reviewed shows evidence of that, and FDA Philippines treats such claims as needing registration. See a doctor for a change in odour, pain or unusual bleeding.
Did you test these pads?
No. We read the listings, checked the shops and the FDA portal, and scored what the sellers put in writing.
