Our verdict
For everyday cleaning, buy a plain concentrate and dilute it; for disinfecting, read the contact time and dilution on the label. Of the six all-purpose cleaners we scored from Shopee, Mr. Muscle All Purpose Cleaner 3.7 L (76/100) was the best value, at about ₱3.10 per litre of solution, with modest claims from the brand’s own store. Lysol Multi Action (62/100) and Clorox Disinfecting All-Purpose Cleaner (61/100) are the disinfectants, and Clorox has the most complete directions.
Zonrox Multi Clean (60/100) is the only one whose product name we matched in the FDA register, but its listing has no directions at all. Seaways (48/100), the best seller in the group, and Cleanways (34/100), the cheapest to buy, have no FDA record we could find and cost about ₱304 per kg and ₱258 per litre of ready-to-use spray. Cleaners are chemicals: never mix bleach with ammonia, acids or vinegar, keep them from children, and ventilate. This is general information, not medical advice.
An all-purpose cleaner is the one bottle for counters, tiles, sinks and floors. Shopee has hundreds of them, from household names to look-alike sprays with “decontamination” in the title. The FDA Philippines registers household cleaners and disinfectants as household and urban hazardous substances, with HUHSR numbers, so we checked each product against that register as well as what each listing says. We also priced each one per litre of solution, because a concentrate that you dilute costs a fraction of a ready-to-use spray.
₱3 vs ₱258
is the cost of a litre of cleaning solution from the cheapest concentrate we scored (Mr. Muscle, diluted as directed) and from a ready-to-use spray (Cleanways; Seaways is about ₱304 per kg). Diluting a concentrate costs less than a hundredth as much as buying a spray.

Cleaning is not disinfecting
These points come from search summaries of news coverage of CDC guidance, 2020 to 2021, and from studies of cleaning products and asthma, not from the original documents; check cdc.gov for the current wording. Treat them as general advice.
- Cleaning removes dirt and some germs; disinfecting kills germs. Dirty surfaces should be cleaned with soap or detergent before they are disinfected.
- Soap and water is usually enough. In 2021 the CDC said regular cleaning with soap or detergent, not necessarily disinfecting, is enough to reduce the risk of COVID-19 spread in most situations, with disinfection for places where there has been a suspected or confirmed case in the past 24 hours.
- Respect the contact time. A disinfectant must stay wet on the surface for the time on the label (the cleaners here say 5 minutes); wiping it off sooner does not do the job.
- Never mix household bleach with ammonia or other cleaners. A bleach cleaner such as Clorox’s, an ammonia glass cleaner and an acid toilet bowl cleaner should never be used together. From general chemistry, not from the pages we read: vinegar is an acid and must not be mixed with bleach.
- Quaternary ammonium compounds (“quats”), a common disinfectant ingredient and the active in the Lysol All-in-1 and Zonrox Multi Clean FDA records, have been linked to work-related asthma in some studies of cleaners. A 2019 review found the evidence could not settle the question, and the studies were about workplace exposure, not occasional home use.
- Keep cleaners out of reach of children, in their original labelled bottles, and ventilate when you use them. This is general safety practice, not from the pages we read; ask a doctor or poison centre if a child swallows or is splashed by a cleaner.
What the claims on these listings actually mean
| Claim | What it covers | Key exclusion |
|---|---|---|
| “Kills 99.9% of germs” | A lab result for named germs under test conditions | Look for the contact time, the germs tested and the surface. Without them it is a slogan |
| “Effective against COVID-19” | A claim against one virus | Needs a registration and test data for the product. None of the listings gives either |
| “Cleans 3x better than bleach” | A comparison made by the brand | No test details. Bleach is a disinfectant, not a cleaner, so the comparison is unclear |
| “Safe for all surfaces” | A general promise | The same listing often excludes hardwood, porous or unfinished surfaces |
| “Antibacterial”, “bactericidal” | The product contains an antimicrobial | A product that kills germs is a regulated household hazardous substance. Ask for its FDA registration |
| “Plant-based”, “natural”, “gentle” | Marketing words | A “natural” cleaner can still irritate skin and eyes; the label’s precautions still apply |
| “Non-bleach” | Contains no sodium hypochlorite | It may still contain a disinfectant such as a quaternary ammonium compound |
| “Kills 99.9% of E. coli and S. aureus under laboratory conditions” (Seaways) | A lab result for two named bacteria | No test report, no contact time and no registration. Two bacteria are not “germs”, and the claim does not cover viruses or fungi |
| “Up to 48-hour bacteria prevention” | A residual-effect claim | The same listing says the method is not for food-contact or child-contact surfaces |
Cleaning sprays we would be careful with
| Product | What we found | Our check |
|---|---|---|
| Generic “all purpose cleaner” listings with long keyword titles, such as “Strong Decontamination Descaling” sprays, ₱89 to ₱171, from shops that sell many unrelated items | Our offer-list search returned many near-identical listings with no brand in the specifications, no registration number and “antibacterial” or “decontamination” claims. | No maker to check |
| Imported “multi-purpose” or “bubble” cleaning powders and “plant-based” sprays at ₱146 to ₱742 | Titles promise to dissolve stains in “5 seconds”, to be “pH-balanced” and “non-corrosive”. We did not read them in full. | We did not check them |
| Toilet bowl blue tablets at ₱12 to ₱43 using a brand’s name in the title | Some listings use “Domex” in the title for unbranded tablets; the real Domex products in the offer list are priced at ₱91 and up. | Look-alikes of a brand name |
Our picks

Official store
About ₱3.10 per litre diluted
No germ claims
No ingredient list
| FDA status | The FDA household and urban hazardous substances register has a “Mr Muscle Multi-Purpose Cleaner Lavender” (HUHSR-20230403-00049, S.C. Johnson & Son, valid to April 2031), a ready-to-use spray. We did not find this 3.7 L concentrate under its own name, so it counts as a naming difference, not a match |
| Registration number in listing? | No |
| Directions | Daily cleaning: about half a cup (120 cm³) in 5 litres of water. Deep cleaning: use undiluted on a cloth or sponge |
| Claims | “Universal solution for the entire home”, removes dirt and stains, pleasant fragrance, returns shine to floors. Ideal for floors, tiles, kitchen counters, sinks and washable surfaces. No germ-killing or disinfecting claim |
| Missing | No ingredient list, no active ingredient, no precautions or first aid |
| Seller | SC Johnson Official Store: 6 years on Shopee, 434.8K ratings, 368K followers, 100% response; 4.9 stars from 4.6K ratings, 10K+ sold |
| Price | ₱474 for 3.7 L; at 120 mL per 5 L that is about 150 litres of solution, about ₱3.10 per litre |
The best value and the most modest claims: it is a cleaner, it says it is a cleaner, and at the stated dilution a ₱474 jug makes about 150 litres of floor and surface solution. It is sold by the brand’s own store with a perfect response rate.
The listing is thin on safety: no ingredients, no precautions, no first aid. Do not read it as a disinfectant; the listing makes no germ claim, and the product registered with the FDA under the nearest name is a ready-to-spray multi-purpose cleaner with a quaternary ammonium compound. Mr. Muscle’s glass cleaners contain ammonia according to their FDA records, so keep them away from any bleach product.
Why it scored well
- Lowest cost per litre
- Official store; strong ratings
- Modest claims; clear dilution
Watch-outs
- No ingredients, precautions or first aid in the listing
- This 3.7 L pack is not matched by name in the FDA register
- Not a disinfectant on this listing

62/100

Name not found in FDA register
About ₱9.70 per litre diluted
| FDA status | The register has “Lysol ALL-IN-1 Disinfectant Surface Cleaner” (HUHSR-20250731-00030, Reckitt Benckiser Healthcare (Philippines), Inc., benzalkonium chloride, valid to July 2028) in Lavender, Lemon and Marine, and a Lysol toilet bowl cleaner and two disinfectant sprays. We did not find a record named “Multi Action”; the portal’s lists are capped, so “not found” is not proof that none exists |
| Registration number in listing? | No |
| Directions | General cleaning: 3 capfuls (60 mL) in 1 litre of water. Disinfection: use undiluted, or dilute 3 capfuls in 500 mL, and leave for 5 minutes |
| Claims | “Effective against COVID-19 including the Omicron variant”, “kills over 100 illness-causing germs”, “kills 99.9% of illness-causing germs in 5 minutes”, “cleans 3x better than bleach, safe for all surfaces”; a list of named germs |
| Limits stated | “Not suitable for use on unfinished hardwoods”; “suitable for hard, non-porous surfaces only” |
| Missing | No ingredient or active ingredient list, no precautions |
| Seller | Lysol and Reckitt Home Official Store: 5 years on Shopee, 244.8K ratings, 243K followers, 96% response; 4.9 stars from 8.9K ratings, 10K+ sold |
| Price | ₱145 for 900 mL (list ₱192); at 60 mL per litre, about ₱9.70 per litre of cleaning solution, and about ₱19 per litre at the disinfecting dilution |
The most widely sold disinfectant cleaner here, from the brand’s own store, with a good list of the germs it is claimed to kill and the contact time. The nearest FDA record, the Lysol All-in-1 Disinfectant Surface Cleaner, is registered in the same three scents.
The claims are big and have no test details: “COVID-19”, “99.9%”, “3x better than bleach” and “safe for all surfaces”, which the same listing contradicts by excluding unfinished hardwood and porous surfaces. The listing prints no ingredients or precautions, and we did not find a “Multi Action” record in the register. If you want a disinfectant, follow the 5-minute contact time on the label; if you just want to clean, a plain detergent does the job.
Why it scored well
- Official store; very high sales
- Contact time and named germs stated
- Lysol All-in-1 is in the FDA register
Watch-outs
- “Multi Action” not found in the FDA register
- “Safe for all surfaces” next to “not for hardwood or porous”
- No ingredients or precautions; about ₱9.70 per litre

| FDA status | Clorox International Philippines, Inc. holds FDA household hazardous substances licences to operate (valid to December 2028 and October 2031). We did not find a Clorox product record in the register. The portal’s lists are capped, so “not found” is not proof that none exists |
| Registration number in listing? | No |
| Directions | Cleaning: 100 mL per 3 L of water. Disinfecting hard non-porous surfaces: 250 mL per 3 L, 5 minutes, then rinse. Toilet bowl: 200 mL, scrub, 5 minutes. A 48-hour bacteria-prevention method uses 250 mL per 3 L and air-drying |
| Claims | “Kills 99.9% of viruses and bacteria”, “5x cleaning action”, “up to 48-hour bacteria prevention”, “with the power of Clorox Bleach”, “leaves no residue” |
| Contradiction | Lists “child’s plastic toys” as an ideal use, yet says the 48-hour method is “not suitable for food contact and child contact surfaces” |
| Precautions | Keep out of reach of children; avoid contact with skin, eyes and clothing; wear gloves and eye protection. No ingredient list |
| Seller | The Clorox Company: 7 years on Shopee, 14.4K ratings, 10.8K followers, 92% response; 4.8 stars from only 17 ratings on this listing, 174 sold |
| Price | ₱366 for 2 L (list ₱385); at 100 mL per 3 L, about 60 litres of solution, about ₱6.10 per litre; about ₱15 per litre at the disinfecting dilution |
The most complete directions of the five: separate dilutions for cleaning, disinfecting, toilets and the 48-hour method, a contact time, a rinse step and clear precautions. It is from the brand’s own shop, and the company is licensed by the FDA for household hazardous substances.
We could not find this product in the FDA register, and only 17 buyers have rated this listing. It is sold as a bleach-based cleaner, so never mix it with ammonia-based glass cleaners, acids such as toilet bowl cleaners, or vinegar. The listing recommends it for a child’s plastic toys and then says it is not for child-contact surfaces, so rinse well, and do not use it on anything a child puts in the mouth.
Why it scored well
- Detailed directions and precautions
- Disinfecting and cleaning dilutions given
- Brand’s own shop; about ₱6.10 per litre
Watch-outs
- No product record found in the FDA register
- Child-toy use contradicts the child-contact warning
- Bleach: never mix; only 17 ratings on this listing

Spec says bleach
| FDA status | The register has several “Zonrox Multi Clean” records (Green Cross, Incorporated; quaternary ammonium compounds), including “Zonrox Multi Clean Floral Blast” HUHSR-20260914-00083 (valid to September 2029) and others registered in August and September 2026 |
| Registration number in listing? | No |
| Directions | None. No dilution, contact time or precautions |
| Claims | “Tackles dirt and grime on various surfaces without the harshness of bleach”, “a safe and effective clean”; no germ-kill claim |
| Specifications | Cleaning agent type “Bleach”, for a product titled “Non-bleach” |
| Seller | Happy Home by Centro: a reseller, 4 years on Shopee, 35.1K ratings, 35K followers, 52% response; 4.7 stars from only 37 ratings on this listing, 176 sold |
| Price | ₱189 for 900 mL; with no directions we cannot compute a diluted price, and neat it is about ₱210 per litre |
The only one in this group whose product name is matched in the FDA register, with several recent records, and it is a non-bleach cleaner, which makes it safer against accidental mixing with other products. It is sold with Zonrox’s familiar name.
The listing is bare: no directions, no ingredients and no precautions, from a reseller that answers about half of its messages. The specification contradicts the title by ticking “bleach”. Because the register shows quaternary ammonium compounds, a disinfecting-type chemistry, read the label on the bottle for the right dilution before using it.
Why it scored well
- Name matched in the FDA register
- Non-bleach
- No germ-kill claims
Watch-outs
- No directions, ingredients or precautions in the listing
- Specification says bleach for a non-bleach product
- Reseller; 52% response; 37 ratings

Official brand store
No FDA record found
Kills 99.9% claim, no report
About ₱304 per kg
| FDA status | No record found for “Seaways” in the household and urban hazardous substances register or elsewhere on the FDA Philippines portal, searched on 28 October 2026. Its ingredients include “bactericidal aids” and it claims to kill bacteria, which suggests an antimicrobial additive. No FDA advisory found naming it. The portal’s lists are capped, so “not found” is not proof that none exists |
| Registration number in listing? | No |
| Ingredients | Named only as classes: “surfactants, chelating aids, bactericidal aids, preservatives, essence, soften water” |
| Directions | Spray or foam with the adjustable nozzle on hard surfaces (tables, refrigerators, microwaves, ovens, air fryers, car interiors), wipe with a cloth. No contact time is given |
| Claims | “Plant extracted formula”, “derived from corn and soybean”, “gentle and non-pungent”, “highly effective antibacterial”; “under laboratory conditions it can kill 99.9% of common bacteria Escherichia coli and Staphylococcus aureus”; “pet-friendly” in the title |
| Precautions | Keep out of reach of children; if swallowed drink plenty of water and seek medical attention; rinse eyes with water and seek medical attention; wear gloves for long contact; test first on painted surfaces, Teflon and aluminium; do not mix mold remover with bathroom cleaner |
| Seller | Seaways Global Store (Shopee official store since July 2024): 376,543 followers, 4.82 shop rating, 100% response. This listing: 4.8 stars from about 178,000 ratings, 500,000 sold in search |
| Price | ₱152 for one 500 g bottle (₱341 for three, about ₱114 each; ₱139 for the sprayer alone) on 28 October 2026, about ₱304 per kg of ready-to-use spray |
The best-selling cleaner in the group by a very wide margin, from the brand’s own official store, and the only listing here with a full set of precautions (children, swallowing, eyes, gloves, testing first) and named germs for its kill claim.
We still found nothing to check against: no registration record, ingredients listed only by type, a “kills 99.9%” line with no test report and no contact time, and the bottle weighed in grams in the title but sold in millilitres in the option name. At about ₱304 per kg of ready-to-use spray it costs far more per litre than a concentrate. The wording matches the Cleanways listing we also scored, which sells the same copy with no brand in its specification. A product that claims to kill bacteria with no registration to point to is a risk, whatever its sales.
Why it scored well
- Official brand store; 178,000 ratings
- Full precautions listed, including for children
- Names the germs behind its 99.9% claim
Watch-outs
- No FDA record found for a germ-killing product
- “Kills 99.9%” has no report or contact time
- About ₱304 per kg; grams and millilitres mixed

| FDA status | No record found for “Cleanways” in the household and urban hazardous substances register or elsewhere on the portal. Its ingredients include “bactericidal aids”, which suggests an antimicrobial additive. The portal’s lists are capped, so “not found” is not proof that none exists |
| Registration number in listing? | No |
| Ingredients | Named only as classes: “surfactants, chelating aids, bactericidal aids, preservatives, essence, soften water” |
| Claims | “Plant extracted formula”, “derived from corn and soybean”, “gentle and non pungent”, “highly effective antibacterial”; for refrigerators, microwaves, ovens, tables and car interiors |
| Specifications | No brand listed; volume 500 mL; shelf life 24 months; the description is the shop’s welcome text and generic copy |
| Seller | EaseShop: 23 months on Shopee, 59.7K ratings, 16.3K followers, 100% response; 4.6 stars from 4.1K ratings, 10K+ sold |
| Price | ₱129 after voucher for a 500 mL ready-to-use spray, about ₱258 per litre |
The best-selling listing in the group, from a shop with thousands of ratings and perfect response, and the cheapest to buy once, at about ₱129 for a spray bottle.
We found nothing to check: no registration record, no brand in the specifications, ingredients listed only by type, and an “antibacterial” claim with no named antimicrobial. At about ₱258 per litre of ready-to-use spray it costs many times more than the concentrates. We would pass on a product that claims to be antibacterial with no registration to point to.
Why it scored well
- Many ratings; fast shop response
- Spray bottle with a foam nozzle
- Cheap to try
Watch-outs
- No FDA record found
- Antibacterial claim with no named active
- About ₱258 per litre; brand not in the specification
How to choose and use an all-purpose cleaner
- Decide whether you need to disinfect. For most days, a detergent and a clean cloth is enough; keep a disinfectant for bathrooms, raw-meat spills and times someone at home is ill.
- Buy a concentrate and read the dilution. The price per litre of solution is what matters; a ready-to-use spray costs far more.
- Buy from the brand’s own store. Skip listings with a keyword-stuffed title, no brand in the specification and no ingredients.
- Look for a registration number or a record in the FDA portal. Cleaners that claim to kill germs are regulated; a product with no record is a risk.
- Clean first, then disinfect, and leave the disinfectant wet for the label’s contact time before wiping or rinsing.
- Never mix products. Use one cleaner at a time, rinse between products, and keep bleach away from ammonia, acids and vinegar.
- Protect your hands and keep children away. Wear gloves, ventilate, store cleaners up high in their own bottles, and rinse surfaces a child touches or mouths.
How we researched this guide
We searched the product offer list of a Shopee affiliate account for all-purpose cleaners and for the brands Cleanways, Lysol, Mr. Muscle, Domex, Clorox and Zonrox on October 28, 2026, and added Seaways on 28 October 2026, read six listings in full and scored them with an adapted version of our published rubric: FDA register match (25), disclosure of directions, ingredients and precautions (20), claims (20), consistency (10), seller record (15) and value per litre of solution (10). We searched the FDA Philippines verification portal’s household and urban hazardous substances register for each brand. No listing prints a registration number, so we matched products by brand and name. The portal’s lists are capped, so a record we did not find is not proof that none exists.
The advice on cleaning and disinfecting comes from search summaries of news coverage of CDC guidance and of studies on cleaning products and asthma, not from the original documents. We did not test any product. We have not checked the Shopee affiliate programme’s rules for household-care products. This guide is general information, not medical advice. It has not yet been reviewed by our health content reviewer.
Frequently asked questions
What is the best all-purpose cleaner in the Philippines?
Of the six we scored from Shopee, Mr. Muscle All Purpose Cleaner 3.7 L (76/100) had the best value and the most modest claims. For disinfecting, Lysol Multi Action (62/100) and Clorox Disinfecting All-Purpose Cleaner (61/100) were the options we scored.
What is the difference between cleaning and disinfecting?
Cleaning removes dirt and some germs with soap or detergent. Disinfecting kills germs with a chemical, and works best on a clean surface, left wet for the label's contact time.
Do I need to disinfect my house every day?
The 2021 CDC guidance we read said regular cleaning with soap or detergent is enough in most situations, with disinfection where someone has had a suspected or confirmed case. Check cdc.gov for the current guidance.
Does the FDA register cleaning products in the Philippines?
The FDA Philippines registers household and urban hazardous substances, including cleaners and disinfectants, with HUHSR numbers, and searches show them on its verification portal. None of the six listings prints a number, so we matched by name.
Is Lysol Multi Action registered with the FDA?
We did not find a record named "Multi Action". We did find a Lysol ALL-IN-1 Disinfectant Surface Cleaner (HUHSR-20250731-00030) from the same company. The portal's lists are capped, so not finding a record is not proof that none exists.
Can I mix Clorox with other cleaners?
No. Never mix household bleach with ammonia or other cleaners. A bleach cleaner, an ammonia glass cleaner and an acid toilet cleaner should not be used together.
Is it safe to use Clorox on children's toys?
The listing says a child's plastic toy is an ideal use but says its 48-hour method is not suitable for child-contact surfaces. Follow the label, rinse well, and do not use it on anything a child puts in the mouth.
Are quaternary ammonium cleaners safe?
They are the active in many disinfectants. Studies of cleaners have linked them to work-related asthma, but a 2019 review said the evidence could not settle the question, and the studies were about workplace exposure.
Are "natural" or "plant-based" cleaners safer?
Not necessarily. They can still irritate the skin and eyes, and some are sold as antibacterial with no registration. Follow the label's precautions.
Is a concentrate cheaper than a spray?
Yes. At the stated dilution Mr. Muscle works out to about ₱3.10 per litre of solution and Cleanways' ready-to-use spray to about ₱258 per litre.
Is Seaways all-purpose cleaner registered with the FDA?
We found no record for Seaways in the household and urban hazardous substances register or elsewhere on the FDA portal on 28 October 2026. Its listing says it kills 99.9% of two named bacteria in laboratory conditions but shows no report. The portal's lists are capped, so not finding a record is not proof that none exists.
Is Seaways cheaper than a concentrate?
No. At ₱152 for a 500 g ready-to-use bottle it works out to about ₱304 per kg, against about ₱3.10 per litre of solution for Mr. Muscle diluted as directed.
Is Zonrox Multi Clean a bleach?
The product is named "non-bleach", and the FDA record lists quaternary ammonium compounds, but the Shopee specification ticks "bleach". Read the bottle.
How do I know if a cleaner on Shopee is real?
Buy from the brand's own store, check that the brand appears in the specifications, and search the product on the FDA portal. Be careful with keyword-stuffed titles, no brand and very low prices.
