Judydoll’s Halloween Bundle (77/100, ₱759) is the best-documented buy: a brand with many FDA cosmetic notifications, an official shop and a stated expiry date, but it is everyday blush and contour, not face paint. For actual face paint, only Lucky Art had a registry record: the FW18G2 (64, ₱314), FWR-1G glitter sticks (63, ₱198) and FC3V (61, ₱44).
The FDA notifies cosmetics; it does not approve them, so a notification is a record, not a safety rating. Most face paint we found had no notification at all, or an FDA advisory against the brand, so only four listings are ranked. This is general information, not medical advice.
We searched Shopee for Halloween face paint and makeup on October 20, 2026, through official shops and then all sellers sorted by sales, and looked every brand up in the FDA Philippines verification portal. Face paint is a skin product, so the owner’s exception for unbranded occasion items does not apply here: only brands with a cosmetic notification and no advisory are ranked.

How face paint is checked in the Philippines
Face paint and makeup are cosmetics, which are listed in the FDA Philippines verification portal as cosmetic notifications (NN- numbers). The same portal lists FDA advisories against unauthorized cosmetics, including one against “HUA BA face paint sticks (push-up)” (FDA Advisory No. 2021-1650, 21 July 2021). The FDA notifies cosmetics; it does not approve them, so we never write “FDA approved” for them.
- A notification covers a named product from a named company; a listing for a similar name from another shop may not be the same product.
- We checked each brand in this guide on 20 October 2026, with one word at a time, as the portal requires.
- The portal returns only the first matches, so “not found” means we found no record in what it returned; ask the seller for a notification number if you buy anyway.
- The US Consumer Product Safety Commission says makeup can be a safer alternative to a mask, because masks can block the eyes and nose (Halloween safety tips, first published October 2022).

Judydoll is the only pick with a full make-up range on the FDA notification list, and it is sold from its own official shop with a stated expiry date (31 May 2029). It is the safest buy here if you want Halloween makeup with a verifiable record.
It is everyday blush and contour, not face paint: use it for a vampire or ghost glow, not for a full-face design. We matched the brand’s highlight, contour and blush lines to notifications but not each shade in this bundle, so ask the shop if you need a specific shade confirmed.
