Our verdict

We could verify only one vegan cookie on Shopee Philippines, the Lotus Biscoff Original (83/100, about ₱81 per 100 g), so this guide is mainly a checklist for judging the rest. Many listings that say “vegan” in the title either have no FDA food registration we could find or list honey, milk or egg in the ingredients.

Vegan labels are not checked by the FDA. Read the ingredient list yourself, and ask the shop if the listing prints none. This is general information, not medical advice; if you have a food allergy, check the pack.

We searched the affiliate offer list and Shopee for vegan, plant-based, dairy-free and egg-free cookies on October 15, 2026. The top results were mostly butter and egg cookies, plus hundreds of unbranded “sugar-free vegetable biscuits” that are not cookies. We kept only products with an exact FDA food registration, sold by the brand, its importer or an official store.

  • Read the ingredients, not the title. “Vegan” in a title is a seller’s word. Look for honey, milk, butter, whey, egg, gelatin and “natural identical flavour” that does not say its source.
  • Remember that “vegetarian” is not “vegan”. A specification line that says Vegetarian can still include honey, milk or egg.
  • Plant-based or dairy-free is not the same as vegan either; a cookie can be egg-free but contain milk or honey.
  • Check for cross-contact statements, such as “may contain milk” or “made on equipment that processes eggs”, if you avoid animal products strictly.
  • Look up the product in the FDA verification portal. A food product needs an FR number; the portal does not confirm that a vegan claim is true.
  • Treat “sugar-free” and “diabetic friendly” with caution. They are different claims from vegan and are not verified for you.
  • Allergies matter more than labels. Many vegan cookies contain wheat, soy or nuts.
ProductWhat we foundOur check
Emco Hazelnut Müsli Oat Biscuit 60g, titled “Vegan”The ingredient list includes honey, so it is not vegan. The text also says “no palm oil” while the ingredients include palmolein, and mentions “real blueberries” on a hazelnut product. FDA Advisory 2026-1361 (8 October 2026) names the brand’s blueberry variant as unregistered. Not ranked
Casa Grata drop cookies (vegan, gluten-free), ₱180 for 20 gListed in the affiliate offer list, but we found no FDA food registration for the brand. Not ranked
Granova oatmeal cookies (egg free, dairy free)We found no FDA food registration for the brand, and the listing does not claim vegan. Not ranked
“Sugar-free vegetable biscuits” and seaweed crackers, ₱79 to ₱499Dozens of near-identical listings using “vegan” and “for diabetics” as marketing words. They are crackers, not cookies, and show no brand. Not ranked
Imported “vegan” cookies from small shopsExamples include speculoos cookies from the USA and protein cookies sold in single packs; we did not find registrations or enough shop history. Not ranked
Read the ingredient list and check the FDA portal before buying.

  • Sold by the importer; 5.3K ratings
  • Plain, familiar cookie at about ₱81 per 100 g

Watch-outs

  • Vegan status is the maker’s claim; no ingredient list in the listing

How we researched this guide

We searched the Shopee affiliate offer list and Shopee search for vegan, plant-based, dairy-free and egg-free cookies on October 15, 2026, read the listings that looked credible, and looked each brand up in the FDA Philippines verification portal and its advisories. We scored the one product that passed with our published rubric. We did not taste any cookie.

This guide is general information, not medical advice. It has not yet been reviewed by our health content reviewer, and we have not checked the Shopee affiliate programme’s rules for packaged food. We will add more cookies when we can verify them. You can suggest a product below.

Frequently asked questions

Are Biscoff cookies vegan?

The maker describes the original Biscoff biscuits as vegan friendly and the Shopee listing repeats that. We could not check the ingredients from the listing, so read the pack.

Why is there only one product?

Most listings that say vegan have no FDA food registration we could match, or list animal ingredients. We would rather show one verified product than rank weak ones.

Is "vegetarian" the same as vegan?

No. Vegetarian products can contain honey, milk or egg.

Does the FDA check vegan claims?

No. The FDA registers the food product; whether a vegan claim is true is the maker's responsibility.

Is honey vegan?

Most vegan definitions exclude honey, so a cookie with honey in the ingredients is not vegan.

Are sugar-free vegetable biscuits vegan cookies?

They are crackers, and the listings we saw were unbranded with no FDA registration we could match.

Are vegan cookies healthier?

Not necessarily. They can still be high in sugar and refined flour.
