Our verdict

None of the bathroom tissue listings we could rank claims to be organic, and none cites an organic certification. The listings that look “organic” are bamboo, unbleached or recycled. Sanicare Ecolayers scored highest (77/100, ₱29.56 per roll), and Evergreen Naturals is the cheapest per roll (52/100, ₱19.08).

We left out facial tissues with “organic” in the title, unbranded bamboo imports and resellers, and we explain each one below. “Bamboo”, “unbleached” and “eco-friendly” are descriptions, not certifications. This is general information, not medical advice.

On October 29, 2026 we searched the Shopee affiliate offer list and Shopee search for organic, bamboo, unbleached and recycled bathroom tissue, by brand (Sanicare, Kleenex, Vinda, Evergreen, Eco Boom) and by store, and read every finalist’s full listing. We kept brands sold by their own stores or by shops that have been on Shopee for years, and compared them on what the listing states and on price per roll.

0 of 4

Ranked listings that call the paper organic or show an organic certificate. “Organic” does appear in the titles of facial tissue best sellers, one of which shows 1,000,000 sold, but not in any bathroom tissue we could rank.

Prices and stock checked on October 29, 2026. Price per roll is our calculation from the listed price and pack size; price per 100 pulls and per 100 g are shown only where the listing states pulls or grams, because the sellers count “sheets” differently. No FDA check applies to household paper; we checked brand, store and what each listing states. We did not use or test any product.

What “organic”, “bamboo” and “eco-friendly” mean on toilet paper

These points come from glossaries of paper-bleaching terms (a magazine glossary and printer guidance such as this one) and from the FSC certificate database’s licence-code system. They describe how the claims are normally defined; they are not statements about any product. General information.

  • We found no listing that names an organic standard for bathroom tissue. A listing that says “organic” should name the standard and the certifier; none of the four we ranked says it at all.
  • Bamboo is a fibre, not a certification. A bamboo roll can be bleached or unbleached, and bamboo from any source is still bamboo.
  • “Unbleached” means the pulp was not bleached. It is a different statement from “chlorine free”, which describes how bleached paper was whitened.
  • ECF (“elemental chlorine free”) paper is bleached with substitutes such as chlorine dioxide rather than chlorine gas. TCF (“totally chlorine free”) uses no chlorine-based compounds at all. Sanicare’s “free from elemental chlorine” fits the ECF description, but the listing does not use the term.
  • “Virgin pulp” means new fibre, the opposite of recycled. It is not a quality or safety claim either way.
  • FSC claims should come with a licence code (written FSC-C followed by digits) that you can look up in FSC’s certificate database, where the holder and the product scope can be checked. “FSC-approved” with no code is a claim you cannot check.
  • “Biodegradable”, “flushable” and “eco-friendly” are the sellers’ words; none of the four listings names a test or standard behind them.

Bathroom tissue listings we would be careful with

ProductWhat we foundOur check
“Organic” facial tissue best sellers (for example “Tree care Organic Facial Tissue”, “Organic green tea Facial Tissue”)Facial tissue, not bathroom tissue, with “organic” in the title and “toilet paper” in the text; one shows 1,000,000 sold. Regular shops, no certifier named, no composition. Not covered: different product; “organic” unproven
PAILO and BALLO “natural bamboo” 20-roll and 48-roll packsBulk bamboo rolls at ₱199 to ₱440 from shops that opened in May and June 2025 (370 and 309 followers) with no brand record. Not scored: unknown brand, small new shops
Mr. Bamboo 4-ply, 10 rolls (plentypackages)The listing says the tissue is made from “post-consumer recycled materials or fast-growing bamboo fibers”, without saying which. 30 ratings; shop 61% response. Not scored: the listing does not say what it is
Kleenex Ultimate Clean and Kleenex Fresh & Clean (resellers)Sold by small reseller shops (one joined February 2026, another with 2,048 followers); we found no Kleenex official store on Shopee. Not scored: no official seller
Royo Panda 4-ply “eco-friendly” rollsSold from a regular shop with a 0% chat response rate; the Mall listings we saw under the Royo Panda name were facial tissues. Not scored: unclear source
Jumbo commercial rolls (200 m, 2-ply)Business-size jumbo rolls (200 m, 1,000 pulls) at ₱975, not household rolls. Not covered: different product
Sanicare and other brands from small reseller shopsSeveral shops sell Sanicare at different prices (for example a 2026 shop with 207 followers); Sanicare’s own Mall store, Shopee Supermarket and Puregold Price Club also sell it.Buy from the official store or a Mall seller
Read the shop name and the fibre line, not just the title, before buying.

Our picks

Best overall: clearest bleaching statement from an official store

1. Sanicare Ecolayers Bathroom Tissue 3-Ply, 9 rolls (Sanicare Official Store)

ShopeeLazada

77/100

3.9

9 rolls, 3-ply

200 pulls per roll

Virgin pulp + 1 “Ecolayer”

₱29.56 per roll

FDA statusNo FDA check applies: bathroom tissue is household paper, not a registered product.
Specifications stated9 rolls; 3-ply x 200 pulls (“= 600 sheets”); “2 layers of 100% virgin pulp fibers plus 1 Ecolayer”; nested embossed laminate “for extra strength even when wet”; unscented
Claims“Free from artificial whiteners & elemental chlorine”
Not statedWhat the Ecolayer is made of or how much of the roll it is; roll weight or width; any organic, FSC or recycled-content certification
InconsistenciesAttributes say “Pack Type = Single” for nine rolls and “Supported Weight = 0.975 kg”. “600 sheets” counts plies, not pulls.
SellerSanicare Official Store, Shopee Mall (on Shopee since June 2022, 77K followers, 4.94 shop rating, 74% response). Listing 4.95 from 1,900 ratings; 9K+ sold.
Price₱266 for 9 rolls on 29 October 2026: ₱29.56 per roll, ₱14.78 per 100 pulls

Of the four listings, Sanicare’s states the most that you can check: how many layers, how many pulls, what the outer layers are made from and how the pulp was whitened. “Free from artificial whiteners and elemental chlorine” is a specific statement, and it comes from the brand’s own Mall store with 1,900 ratings averaging 4.95. At ₱29.56 per roll it sits in the middle of the four on price.

It is not an organic product, and it does not say it is. “Elemental chlorine free” still allows chlorine dioxide in bleaching, which is a different thing from chlorine-free or unbleached, and the listing does not say which applies. The “Ecolayer” is never defined. The listing gives no roll weight, so you cannot compare the paper itself with the others.

Why it scored well

  • Layers, pulls and fibre type stated
  • Bleaching statement is specific
  • Brand’s own official store; 1,900 ratings

Watch-outs

  • No organic or recycled-content claim
  • “Ecolayer” not explained
  • No roll weight

Best for knowing what you get: weight and source stated

2. Vinda Classic Bathroom Tissue 160 g 3-Ply x 10 rolls (VINDA Tissue Philippines)

Shopee

69/100

3.5

10 rolls, 3-ply

160 g per roll

100% virgin pulp

₱30.00 per roll

FDA statusNo FDA check applies: household paper.
Specifications stated10 individually wrapped rolls; 3-ply; 160 g per roll; “100% virgin pulp sourced from North and South America”; “Knitted Fiber Technology”
Claims“Vinda’s natural toilet paper”, attribute “Biodegradable”
Not statedPulls or sheets per roll; bleaching method; any certification (organic, FSC or other)
Inconsistencies“Natural” and “biodegradable” are given without explanation. The shop sells a 180 g version at ₱364, so check the grams in the title.
SellerVINDA Tissue Philippines, Shopee Mall (on Shopee since March 2025, 4,192 followers, 4.93 shop rating, 75% response). Listing 4.96 from 696 ratings; 3K+ sold.
Price₱300 for 10 rolls on 29 October 2026: ₱30.00 per roll, ₱18.75 per 100 g

Vinda is the only listing that gives roll weight (160 g) and the origin of the pulp (North and South America), so it is the only one where you can work out what you are paying for in paper rather than in rolls. It is sold from Vinda’s Mall store with almost 700 ratings.

“100% virgin pulp” is the opposite of recycled, and “natural” is not a certification. The listing says nothing about bleaching, gives no sheet count and cites no certification. The store opened in March 2025, so it has less history than Sanicare’s.

Why it scored well

  • Roll weight and pulp source stated
  • Individually wrapped rolls
  • Brand’s own Mall store

Watch-outs

  • Virgin pulp, not recycled
  • “Natural” not explained; no bleaching information
  • Store only 19 months old

Most eco claims, least proof

3. ECO BOOM Toilet Paper Pack of 12, biodegradable bamboo roll (ecoboomph)

ShopeeLazada

55/100

2.8

12 rolls, 3-ply

100% bamboo fibre

Unbleached (stated)

₱45.00 per roll

FDA statusNo FDA check applies: household paper.
Specifications stated12 rolls; 3-ply; “360 Sheets/Roll”; 100% bamboo fibre; unbleached; plastic-free packaging (“no plastic wrap, no plastic core”); biodegradable
Claims“No chlorine, dyes, BPA, or pesticides”; “made from FSC-approved bamboo”; “Carbon-Balanced Production … reducing emissions by 65.5%”; “safe and non-toxic … for sensitive skin”; “bamboo regenerates 30x faster than trees”
Not statedAn FSC licence code or certificate; the source of the 65.5% figure; who makes it; roll weight; whether “360 sheets” counts plies
InconsistenciesAttributes say “Quantity per Pack = 1” with “Number of Pieces = 12”. “Completely free from harmful chemicals” and “safe for sensitive skin” name no test.
Sellerecoboomph, a regular shop without Shopee’s official badge (on Shopee since May 2020, 10,330 followers, 4.94 shop rating, 82% response). Listing 4.95 from 84 ratings; 447 sold.
Price₱540 for 12 rolls on 29 October 2026: ₱45.00 per roll

This is the closest any listing comes to what a buyer imagines as “organic” tissue: bamboo fibre, unbleached, plastic-free packaging. The shop has been on Shopee since 2020 with a 4.94 rating, and the listing is the only one that says the paper is unbleached and that the roll has no plastic wrap or core.

Almost every claim is unsupported. “FSC-approved” comes with no licence code, so you cannot look it up. The 65.5% emissions figure has no source and no baseline. “Safe for sensitive skin” and “free from harmful chemicals” name no test. At ₱45 per roll it costs roughly 50% more than Sanicare or Vinda. Bamboo is a fibre, not a certification.

Why it scored well

  • States unbleached, bamboo and plastic-free packaging
  • Shop on Shopee since 2020
  • Packaging claims are specific

Watch-outs

  • “FSC-approved” with no licence code
  • 65.5% emissions figure has no source
  • Most expensive per roll

Cheapest per roll; the only one that says recycled

4. Evergreen Naturals Bathroom Tissue 3-Ply 200 pulls, 12 rolls, brown recycled tissue (All Year Home Products, Inc.)

ShopeeLazada

52/100

2.6

12 rolls, 3-ply

200 pulls per roll

Brown, recycled material

₱19.08 per roll

FDA statusNo FDA check applies: household paper.
Specifications stated3-ply; 200 pulls per roll; 4 or 12 rolls; “Color: Brown Tissue”; “Made from Recycle Eco-friendly material”
Claims“100% Eco-Friendly Tissue”; features “Soft, Flushable, Strong, Sustainable”
Not statedRecycled-content percentage; bleaching; any certification; roll weight
InconsistenciesThe pack size attribute says 0.37 kg with no indication whether it is 4 or 12 rolls. Hashtags for other products (#Bouncytissue, #Softbloomtissue, #facialtissue) sit in the text.
SellerAll Year Home Products, Inc., a regular shop without Shopee’s official badge (on Shopee since October 2019, 21,226 followers, 4.86 shop rating, 100% response). Listing 4.91 from 117 ratings; 448 sold.
Price₱229 for 12 rolls (₱81 for 4) on 29 October 2026: ₱19.08 per roll, ₱9.54 per 100 pulls

Evergreen is the cheapest per roll and per pull by a wide margin, about 35% below Sanicare per roll on the 12-roll pack, and it is the only listing that says outright that the tissue is made from recycled material. The seller is a named Philippine company that has been on Shopee since 2019.

The listing is thin: no recycled-content percentage, no bleaching information and no weight. “100% Eco-Friendly” and “flushable” have no test behind them, and the pack-weight attribute does not say which pack it describes. This is a budget recycled tissue, and the listing does not make a case that it is anything more.

Why it scored well

  • Lowest price per roll and per pull
  • States recycled material
  • Named company, on Shopee since 2019

Watch-outs

  • No recycled-content percentage
  • “100% Eco-Friendly” and “flushable” unsupported
  • Weight attribute unclear; hashtags for other products

How to choose bathroom tissue when you want the eco option

  • Decide what you mean by eco: recycled (Evergreen), bamboo (Eco Boom), bleaching method (Sanicare) or low price. No listing combines them with proof.
  • Do the per-roll sums: ₱19.08 (Evergreen), ₱29.56 (Sanicare), ₱30.00 (Vinda) and ₱45.00 (Eco Boom) on 29 October 2026. Compare pulls or grams where the listing states them, and be careful with “sheets”, which some sellers use to count plies.
  • Ask for the code: a real FSC claim has a licence code you can look up. If a listing says “FSC” and shows none, treat it as unproven.
  • Treat “organic” in a title as a question for the seller: which standard, which certifier, which certificate number.
  • Check the pack: some listings sell 4 rolls and 12 rolls under the same title and attributes, and one lists a weight that does not say which pack it is.
  • If your home has a septic tank or old pipes, a listing that says “flushable” is only the seller’s word; none of the four names a test (general advice, not a plumbing recommendation).

How we researched this guide

We searched the Shopee affiliate offer list for organic bamboo toilet paper, bamboo tissue, unbleached toilet tissue, Sanicare, Cosy, Premier and virgin pulp tissue on October 29, 2026, then searched Shopee by keyword and brand (organic bathroom tissue, bamboo toilet paper, Sanicare, Kleenex, Blest, Vinda), checked each shop’s age, followers and response rate, and read the full listing of each finalist. No FDA check applies to household paper, so we relied on brand, store and what each listing states. We scored products with our published rubric: provenance (25), disclosure (20), claims (20), consistency (10), seller record (15) and value (10). We did not use or test any product.

No pick reaches 90: no listing shows a certification, and each leaves out something basic such as roll weight, sheet count or recycled content. We could not open FSC’s own guidance, so the licence-code point rests on FSC database guidance as summarised by others and on the standard FSC-C code format; we also did not find a standard for organic bathroom tissue, which is different from there being none. The bleaching terms come from printer and magazine glossaries, not a standard. This guide has not yet been reviewed by our health content reviewer, and we have not checked the Shopee affiliate programme’s rules for this category.

Frequently asked questions

What is the best organic bathroom tissue in the Philippines?

We could not find a bathroom tissue listing that calls itself organic and shows a certification. The highest-scoring toilet paper in our review is Sanicare Ecolayers (77/100, ₱29.56 per roll), which states its layers, pulls and that it is free from artificial whiteners and elemental chlorine.

Is bamboo toilet paper organic?

Not by itself. Bamboo is a fibre. A listing would need to name an organic standard and certifier to make an organic claim, and none of the bamboo listings we read does.

What does unbleached toilet paper mean?

The pulp was not bleached. It is a different statement from chlorine-free, which describes how bleached paper was whitened.

What is the difference between ECF and TCF?

ECF (elemental chlorine free) paper is bleached with chlorine substitutes such as chlorine dioxide. TCF (totally chlorine free) uses no chlorine-based compounds at all, according to paper-industry glossaries.

How can I check an FSC claim?

A real FSC claim comes with a licence code in the format FSC-C followed by digits, which can be looked up in FSC's certificate database. The Eco Boom listing says "FSC-approved" but shows no code.

Is recycled toilet paper OK to use?

The Evergreen listing says it is made from recycled material. It does not give a percentage or any safety test, so we describe it and do not vouch for it. General information, not medical advice.

Which toilet paper is cheapest per roll?

Evergreen Naturals at ₱19.08 per roll (₱229 for 12) on 29 October 2026, then Sanicare at ₱29.56, Vinda at ₱30.00 and Eco Boom at ₱45.00.

Why not compare per sheet?

Sellers count "sheets" differently: Sanicare calls 3-ply x 200 pulls "600 sheets", and Eco Boom's "360 sheets" does not say whether it counts plies. We compare per roll and per 100 pulls or 100 g where those are stated.

Are the "organic" facial tissues organic?

The titles say so, but the listings we saw name no certifier and no composition, and they are facial tissues, not bathroom tissue.

Why is Kleenex not ranked?

On Shopee we found Kleenex bathroom tissue only from small reseller shops and no official store.

Is "flushable" tested?

None of the four listings names a test or standard for flushability. It is the seller's description.

Did you test these tissues?

No. We read the listings, checked the shops and scored what the sellers put in writing.
