Our verdict
“Keto” on a chocolate listing is a claim nobody checks: of the three chocolates we could verify with the FDA, only the unsweetened Ricoa block (78/100, about ₱100 per 100 g) is an easy fit for keto cooking, and the best-documented bar, Dutche Dark with Stevia (79/100), contains milk and maltodextrin. The Hao Cacao 80% sugar-free bar (67/100) is the closest to a ready-to-eat keto bar, but its listing prints no ingredients or carb count.
The best-selling “keto” bars on Shopee, from Keto Kusina to the “100% Russian dark chocolate” listings, have no FDA food registration that we could find. Read the nutrition panel for net carbs. This is general information, not medical advice; ask a doctor before changing your diet if you have diabetes, kidney disease or are pregnant.
We searched the affiliate offer list and Shopee for keto, sugar-free and no-sugar-added chocolate on October 16, 2026. The offer list was mostly unbranded “100% pure dark chocolate” listings, so we widened to Shopee search and kept products with an exact FDA food registration from the maker, its distributor or a long-running shop. Only three passed.
0 of 4
of the best-selling keto-labelled chocolate brands we looked up (Keto Kusina, Algo Produce, PerfectMatch and Onuka) had a registered chocolate that we could find in the FDA portal.

What “keto” and “sugar-free” mean on a chocolate label
These points are general label-reading advice, not claims from a study we reviewed.
- “Keto” is not a regulated term on these listings. A seller can print it on any chocolate, so the nutrition panel is the only reliable guide.
- Sugar-free chocolate still has carbohydrate. Cocoa itself contains some, and the amount rises as milk, whey or starch are added.
- Check the sweetener. Stevia and monk fruit add little or no sugar. Maltodextrin is a starch that raises blood sugar quickly, and sugar alcohols such as maltitol can too.
- A higher cocoa percentage usually means less sugar, but not zero, and the bar gets more bitter.
- Look for net carbs and serving size. A listing that shows ingredients only in a photo, or not at all, cannot be compared.
- Diabetes, kidney disease and pregnancy call for medical advice. “Diabetic friendly” on a listing is not a medical claim you can rely on.
- Unsweetened baking chocolate is the safest starting point if you want to control the sweetener yourself.
What the claims on these listings actually mean
| Claim | What it covers | Key exclusion |
|---|---|---|
| “Keto friendly”, “keto approved” | A seller statement | No definition and no approval body; check net carbs on the pack |
| “100% sugar free” | No added sugar, in the seller’s words | Cocoa and any milk or starch still add carbohydrate |
| “Does not impact blood sugar” and “lowers the risk of heart disease” | A health claim | No study is cited; this is beyond what a chocolate listing can state |
| “Diabetic friendly” | A seller statement | Not a medical claim; ask your doctor |
| “Healthier Choice” in the spec sheet | A Shopee category label | Not a nutrition rating |
| “100% pure dark chocolate”, “100% Russian chocolate” | Marketing words | No brand or FDA registration to check |
| “Vegan” | A seller statement | Milk is still named in some “dark” chocolates; read the allergen line |
| “Fat reduction”, “pleasure boosting” | Claims about the body | A chocolate cannot say this; avoid |
Keto chocolate listings we would be careful with
| Product | What we found | Our check |
|---|---|---|
| Keto Kusina chocolate bars, ₱103 to ₱210, 10K+ sold | Claims “100% sugar free”, “no impact on glycemic level” and “lowers risk of heart disease”, and the ingredients and macros are in photos only. We found no FDA food registration for a Keto Kusina chocolate. The only FDA record naming the brand is a 2024 advisory on a reseller’s coco aminos, a different product. | Not scored |
| Algo Produce 80% dark chocolate with monk fruit, ₱111 to ₱903, 9K+ sold | We found no FDA food registration for the shop’s chocolate. | Not scored |
| PerfectMatch Low-carb keto chocolate bars | The FDA portal showed only unrelated products under a similar name, no chocolate. | Not scored |
| Onuka, Benns and FIGO “keto” dark chocolate, ₱234 to ₱1,081 | We found no FDA food record under these brand names. | Not scored |
| Unbranded “100% pure”, “Russian” and “couple” sugar-free chocolate, ₱59 to ₱538 | Dozens of near-identical listings with no brand, no FDA record and body-claim wording. | Not scored |
| Hershey’s Zero Sugar Special Dark, ₱555 to ₱1,178 for 144 g | The product is registered through importers, but Shopee sellers are third-party resellers at high prices, and it is sweetened with sugar substitutes. It is not sold as keto. | Not scored |
Our picks

79/100
Exact FDA registration
Full ingredient list
Contains milk and maltodextrin
About ₱176 per 100 g
| FDA status | Dark Chocolate with Stevia (Steviol Glycosides), Dutche Chocolates, FR-4000011737915, valid to October 2028; no FDA advisory found for this product |
| Specifications stated | 54 g pack, 12 pieces per pack; Halal certified; ingredients and allergens printed: hydrogenated palm kernel oil, whey powder, full cream milk, cocoa powder, soy lecithin, salt, artificial flavor, maltodextrin, steviol glycosides; contains milk and soy |
| Claims | “Ideal for chocolate lovers and health-conscious”. The listing does not call it keto |
| Missing | No nutrition facts and no cocoa percentage |
| Inconsistencies | Filed under Groceries > Beverages > Others; the 12 pieces per pack are not explained against the 54 g |
| Seller | Dutche Chocolates shop: 6 years on Shopee, 37.5K ratings, 57.6K followers; 4.9 stars from 1.2K ratings on this listing, 7K+ sold; says “Authorized Dutche Distributor” |
| Price | ₱95 for 54 g, about ₱176 per 100 g |
The best-documented sweet bar we found: an exact FDA registration, a full ingredient and allergen list, and a long-running shop with 1.2K ratings on this listing.
It is “no added sugar”, not a keto chocolate. The ingredients include milk, whey and maltodextrin, a starch that raises blood sugar quickly, and no nutrition facts are given. Dutche has had FDA advisories on other products, so check the pack and the number.
Why it scored well
- Exact FDA registration valid to 2028
- Ingredients and allergens printed
- Shop with 37.5K ratings; about ₱95 a bar
Watch-outs
- Maltodextrin and milk make it a poor fit for strict keto
- No nutrition facts or cocoa percentage
- Dutche has FDA advisories on other products

78/100
Exact FDA registration
One ingredient: cocoa mass
Baking chocolate
About ₱100 per 100 g
| FDA status | Ricoa Unsweetened Chocolate Block (Commonwealth Foods, Inc. Philfood Division), FR-4000009532469, valid to April 2027 |
| Specifications stated | 8 x 1 oz blocks, 227 g; ingredient: cocoa mass; made in the Philippines; labelled Healthier Choice and Sugar Free |
| Claims | “Keto/Low Carb Approved”, for fat bombs and desserts; the text also says “100% pure cocoa butter” |
| Inconsistencies | The ingredient is cocoa mass, not cocoa butter, so one of the two statements is wrong |
| Missing | No nutrition facts |
| Seller | Little Retail PH, a retailer rather than the maker: 9 years on Shopee, 1.2M ratings, 600.7K followers; 5.0 stars from 1.5K ratings on this listing, 4K+ sold |
| Price | ₱226 for 227 g, about ₱100 per 100 g |
A single-ingredient unsweetened chocolate from a Philippine maker with an exact FDA registration, sold by a retailer with 1.2M ratings.
It is bitter baking chocolate, not a snack bar, so you sweeten it yourself. “Keto approved” is the seller’s phrase, and the listing contradicts itself on cocoa mass and cocoa butter. Check the pack.
Why it scored well
- One ingredient and an exact FDA registration
- About ₱100 per 100 g
- Retailer with 1.2M ratings; 1.5K on the listing
Watch-outs
- Unsweetened: not ready to eat
- “Keto approved” is the seller’s claim; no nutrition facts
- Listing says both cocoa mass and cocoa butter

67/100
Exact FDA registration
Monk fruit sweetened
Davao-made
About ₱280 per 100 g
| FDA status | 80% Dark Sugar Free Couverture Chocolate, Hao Cacao Chocolate Processing, FR-4000014762365, valid to July 2028; the maker also has 70% mint, orange and chili sugar-free couverture registrations |
| Specifications stated | 80% dark couverture sweetened with monk fruit; cacao grown in Davao; sizes 16 g ₱53, 35 g ₱98, 65 g ₱185 |
| Claims | “Vegan and keto friendly” |
| Missing | No ingredient list and no nutrition facts, so the carb count cannot be checked |
| Inconsistencies | Bar sizes are 16, 35 and 65 g in the title and 19, 38 and 75 g in the description |
| Seller | Hao Cacao, the maker’s own shop: 8 years on Shopee, 4.8K ratings, 3.1K followers, response rate 22%; 4.9 stars from 341 ratings on this listing, 2K+ sold |
| Price | ₱98 for 35 g, about ₱280 per 100 g |
The one bar here sold as sugar-free and sweetened with monk fruit by the maker that holds the registration, a Davao chocolate maker with 8 years on Shopee.
The listing prints no ingredient list and no carbs, so “keto friendly” cannot be checked, and the bar sizes disagree between the title and the description. It is also the dearest per 100 g. Read the pack for net carbs.
Why it scored well
- Exact FDA registration; sold by the maker
- Monk fruit sweetened, 80% cocoa
- Small sizes from ₱53
Watch-outs
- No ingredient list or carb count in the listing
- Bar sizes in the title and description differ
- About ₱280 per 100 g; low response rate
How to choose a keto chocolate
- Look up the exact product in the FDA verification portal and check the number and validity date on the pack.
- Read the ingredient list and the nutrition panel, and skip any listing that shows neither.
- Prefer monk fruit, stevia or erythritol over maltodextrin and maltitol if you are counting carbs.
- Compare the price per 100 g, not the pack price.
- Treat health claims as marketing, and ask a doctor if you have diabetes or another condition.
- Consider unsweetened baking chocolate if you want to control sweeteners yourself.
- Buy from the maker or an established shop, and keep chocolate cool; heat can melt it in transit.
How we researched this guide
We searched the Shopee affiliate offer list and Shopee search for keto, sugar-free and no-sugar-added chocolate on October 16, 2026. The offer list was mostly unbranded dark chocolate listings, so we widened to Shopee search and read the listings of the best sellers and of makers we could match. We looked each brand up in the FDA Philippines verification portal and its advisories, and kept three products with an exact food registration. We scored them with our published rubric: FDA status and provenance (25), disclosure (20), claims (20), consistency (10), seller record (15) and value (10). We did not taste any chocolate.
The label-reading advice is general knowledge and was not taken from a study we reviewed. This guide is general information, not medical advice. It has not yet been reviewed by our health content reviewer, and we have not checked the Shopee affiliate programme’s rules for packaged food. You can suggest a product below.
Frequently asked questions
What is the best keto chocolate in the Philippines?
Of the three we could verify, the unsweetened Ricoa block (78/100) is the easiest fit for keto cooking, the Dutche Dark with Stevia (79/100) is the best documented but contains milk and maltodextrin, and the Hao Cacao 80% bar (67/100) is closest to a ready-to-eat keto bar.
Is Keto Kusina chocolate FDA registered?
We did not find an FDA food registration for a Keto Kusina chocolate bar. The only FDA record naming the brand is a 2024 advisory on a reseller's coco aminos, which is a different product.
Is sugar-free chocolate the same as keto?
No. Sugar-free chocolate can still contain carbohydrate from cocoa, milk or starches such as maltodextrin.
Is maltodextrin keto?
No. Maltodextrin is a starch that raises blood sugar quickly, so we do not rate a chocolate sweetened with it as keto.
Is 100% dark chocolate allowed on keto?
Unsweetened chocolate has little sugar, but it still has some carbohydrate, so check the nutrition panel and your daily limit.
Is sugar-free chocolate safe for people with diabetes?
We cannot say. "Diabetic friendly" on a listing is a seller statement, so ask your doctor.
Why does the cheapest "Russian" dark chocolate worry you?
Those listings show no brand and no FDA registration, and some make body claims a chocolate cannot make.
What do the FDA numbers mean?
A food registration number (FR-) means the product is registered with the FDA. It is not a test of safety or of a keto claim.
Does chocolate melt in shipping?
It can in hot weather; Dutche's listing says it does not refund melted bars.
