Our verdict
Uni-Love Icy Lip Balm (80/100, about ₱7.20 per g) is our top pick: exact FDA notification, an age on the listing, and the lowest price per gram. Tiny Buds Hello Honey (74) is the baby-focused choice from a big local brand, and Aiwibi (70) names the most ingredients.
None of the five listings gives a full ingredient list, so read the label for fragrance, mint and flavourings before you buy. We skipped cross-border “children’s lip balms” and adult tinted balms. This is general information, not medical advice.
We searched the Shopee affiliate offer list and Shopee search for kids’ and baby lip balms on October 18, 2026, by brand and by store, and looked each one up in the FDA Philippines cosmetic notifications. We kept balms made for children with a current notification for the exact product, sold by the brand’s own official shop.

What dermatologists say about lip balm ingredients
These points come from the American Academy of Dermatology page 7 dermatologists’ tips for healing dry, chapped lips. It is written for everyone, not specifically for children. General information, not medical advice.
- Ingredients to avoid while lips are chapped include camphor, eucalyptus, fragrance, lanolin, menthol, phenol, propyl gallate, salicylic acid, octinoxate and oxybenzone, and flavourings: cinnamon, citrus, mint and peppermint can be especially irritating.
- Ingredients to look for include petrolatum (white petroleum jelly), mineral oil, shea butter, dimethicone, ceramides, castor seed oil and hemp seed oil, plus zinc oxide or titanium oxide for sun protection.
- Choose products labelled fragrance-free and hypoallergenic.
- Burning, stinging or tingling means the product is irritating the lips; stop using it.
- Licking lips makes them drier as the saliva evaporates. When you catch yourself (or your child) licking, apply a non-irritating balm instead.
- Before going outdoors, use a non-irritating lip balm with SPF 30 or higher, and reapply every two hours while outside.
Measured against this list: LipIce contains mint and fragrance; Uni-Love’s “Icy” feel may come from a cooling ingredient the listing does not name; Hegerbaby uses mineral oil. None of the five shows its full ingredient list on Shopee, so the label on the pack is where you can check.
What the claims on these listings actually mean
| Claim | What it covers | Key exclusion |
|---|---|---|
| “Natural”, “food-grade ingredients” | The brand’s description of its ingredients | Not a defined standard; “food-grade” does not mean it is meant to be eaten |
| “Hypoallergenic” | The maker believes it rarely causes reactions | No test named on these listings; any child can react |
| “Certified by Dermatest in Germany” | A named testing company (Aiwibi) | No certificate, rating or date shown |
| “Icy”, “icy mint extracts” | A cooling feel | Mint and menthol are on the AAD avoid list for chapped lips |
| “SPF 15” | Some sun protection (LipIce) | AAD advises SPF 30 or higher outdoors |
| “Free from heavy metal and hormones” | Things the maker says are absent (Hegerbaby gloss) | Hormones are not expected in a lip balm; no test result shown |
| “Calms drool rash” | A skin-treatment claim | See a doctor for a rash that does not clear |
| “NOT ALLOWED FOR G6PD” | A warning for children with G6PD deficiency (Hegerbaby) | The listing does not say which ingredient triggers it |
Lip balm listings we would be careful with
| Product | What we found | Our check |
|---|---|---|
| Lip Smacker (Coca-Cola, Disney and Sanrio flavours) | Lip Smacker balms are notified by importers KKV Supply Chain and Wind Supply Chain One, but most Shopee listings come from shops in mainland China or small resellers. They are strongly flavoured, which encourages licking. | Not scored: no official shop; flavoured |
| Cross-border “children’s lip balms” (horse oil, “Muse friends”, Manxi, Xinyumeijing and similar) | Offer-list items mostly shipped from abroad with no brand record we could match. | Not scored: unverified sellers |
| “Gac lip balm … can be eaten” | A listing that says its balm is safe for babies and can be eaten. | Not scored: unverifiable claim; no lip balm is food |
| Children’s “makeup” lip balms and lollipop-shaped balms | Tinted or candy-shaped balms marketed to children as makeup. | Not scored: makeup, not lip care |
| Adult tinted and flavoured balms (Maybelline Baby Lips, Human Nature, Vaseline Rosy, Nivea) | “Baby Lips” is an adult tinted balm, not a baby product. These are sold for adults, not made for children; we did not check their notifications. | Not covered: not a kids’ product |
| Same balms from unofficial shops at higher prices | Tiny Buds Hello Honey listed at ₱370 to ₱780 by other sellers, against ₱110 at the official shop. | Not scored: buy from the official shop |

| Price | ₱108 for 15 g, about ₱7.20 per g (18 October 2026) |
Uni-Love is a long-running local baby-care brand, and this balm is notified under its exact name. It is the only pick whose listing states an age (2 and up), and at 15 g for ₱108 it costs a third of the next-cheapest per gram. Its claims are modest.
The listing does not list ingredients or explain “Icy”. A cooling feel usually comes from an ingredient such as menthol or mint, which the American Academy of Dermatology lists among ingredients to avoid on chapped lips. Check the label; if your child says it stings or tingles, stop using it.
Why it scored well
- States an age (2+)

| Price | ₱110 for 5 g, about ₱22 per g (18 October 2026) |
Tiny Buds is one of the best-known local baby brands, sells from its own official shop, and has a current notification for this exact balm. The listing names its two key extracts and makes it clear the product is meant for babies.
It does not give the full ingredient list or an age, and “Natural and Food-grade Ingredients” is not defined. Honey is a flavour-adjacent ingredient that may encourage licking, which the AAD says dries lips further. Read the label for fragrance before you buy.
Why it scored well
- Exact notification
- Brand’s own shop since 2017
- Made for babies
Watch-outs

| Price | ₱139 for 3 g, about ₱46.30 per g (18 October 2026) |
Aiwibi names more of its ingredients than any other pick and says what it leaves out (preservatives, parabens). It is notified under its exact name. It names a testing body, Dermatest, which is more than a bare “dermatologically tested”, although the listing shows no certificate or rating.
It is the most expensive per gram by far: a 3 g tube for ₱139. The brand is newer than Tiny Buds or Uni-Love, and “safety guaranteed” and “magical” are marketing words. It does not state an age.
Why it scored well
- Names its main ingredients
- Preservative- and paraben-free (stated)
- Names a testing body
Watch-outs
- Most expensive per gram

| Seller | The Mentholatum Company official shop (on Shopee since March 2019, 109K followers, 4.92 shop rating, 100% response). Listing 5.0 from 26 ratings; search shows 83 sold. |
| Price | ₱143 (18 October 2026); no size given, so no price per gram |
LipIce comes from Mentholatum’s own official shop and has an exact notification for this Toy Story version. It is the only pick with sun protection, and the character packaging may make it easier to get a child to use a balm instead of licking their lips.
It is scented with strawberry and contains mint, and the AAD lists fragrance, flavouring and mint among ingredients to avoid on chapped lips. Its SPF is 15, while the AAD advises SPF 30 or higher outdoors. The listing gives no size or age. Mentholatum also has a separate “LipIce Baby & Kids Fruity” balm notified, which we did not find from its official shop.
Why it scored well
- Brand owner’s official shop
- Only pick with SPF
- Character design kids may like
Watch-outs
- Strawberry scent and mint
- SPF 15, below AAD’s 30+

Lip-and-face balm; read the G6PD warning
5. Hegerbaby Lip & Face Balm (Hegerbaby Care official shop)
ShopeeLips and face
Mineral oil
FDA-notified
₱139, size not stated
| FDA status | Notified: “HEGERBABY HEGERBABY LIP AND FACE BALM”, KMH Merchandise Corp., NN-1000015734092, valid to 28 January 2029. No advisory found. |
| Specifications stated | For lips and face; mineral oil; shelf life 36 months; “NOT ALLOWED FOR G6PD”; patch-test advice for the matching gloss (ages 3+) |
| Claims | “Pinapakalma ang pantal ng laway” (calms drool rash); gloss “free from fluorescent agents, heavy metal, and hormones”; “Hypoallergenic” attribute |
| Inconsistencies | No size; the G6PD warning gives no reason; other Hegerbaby listings use “Vaseline” in their titles |
| Seller | Hegerbaby Care official shop (on Shopee since November 2024, 82K followers, 4.91 shop rating, 100% response); a second brand shop has 487K followers. Listing 4.89 from 1,772 ratings; search shows 5K+ sold. |
| Price | ₱139 for one balm; bundles with gloss up to ₱289 (18 October 2026) |
Hegerbaby is a newer store brand, but this balm has an exact notification and the official shop has a solid rating. It contains mineral oil, one of the ingredients the AAD suggests for dry lips, and it is meant for the face as well as the lips.
It warns “NOT ALLOWED FOR G6PD” without saying why, so parents of children with G6PD deficiency should skip it and others should ask the shop what triggers the warning. “Calms drool rash” is a skin-treatment claim, and “free from heavy metal and hormones” on the gloss answers a worry without showing a test. The listing gives no size.
Why it scored well
- Exact notification
- Mineral oil base (AAD-suggested ingredient)
- States a shelf life
Watch-outs
- Unexplained G6PD warning
- No size stated
- Drool-rash and heavy-metal claims
How to choose a lip balm for your child
- Read the label on the pack for fragrance, flavouring, mint, menthol and camphor; the AAD lists these among ingredients to avoid on chapped lips. None of the Shopee listings shows a full ingredient list.
- A plain balm based on petrolatum, mineral oil or shea butter is in line with the AAD’s suggestions. Flavoured or candy-scented balms can encourage licking, which dries lips more.
- Check the age on the pack. Uni-Love states 2 years and up; the others do not say on the listing.
- Look up the exact name in the FDA verification portal. All five picks are notified; many cross-border balms are not.
- For time outdoors, the AAD advises a lip balm with SPF 30 or higher; LipIce Toy Story has SPF 15.
- Compare price per gram: from about ₱7.20 (Uni-Love) to ₱46.30 (Aiwibi) on 18 October 2026.
- Stop using a balm that stings, and see a doctor if cracked lips do not heal, bleed, or come with a rash or fever. This is general advice.
How we researched this guide
We searched the Shopee affiliate offer list for kids’ lip balm, baby lip balm and by brand (Tiny Buds, Human Nature, Carmex, Nivea, Lip Smacker) on October 18, 2026, then searched Shopee by keyword and read each listing in full. We looked each product up in the cosmetic notifications and advisories of the FDA Philippines verification portal. We scored them with our published rubric: provenance and registration (25), disclosure (20), claims (20), consistency (10), seller record (15) and value (10). We did not use or test any product.
No pick reaches 90, because no listing shows a full ingredient list. The ingredient section is general information from a dermatology association, not medical advice for your child. This guide has not yet been reviewed by our health content reviewer, and we have not checked the Shopee affiliate programme’s rules for this category.
Frequently asked questions
What is the best lip balm for kids in the Philippines?
In our review Uni-Love Icy Lip Balm scored highest (80/100): it is FDA-notified under its exact name, states an age (2 and up) and costs about ₱7.20 per gram.
What should I look for in a kids' lip balm?
A simple balm without fragrance, flavouring or mint, from a brand notified with the FDA. The AAD suggests ingredients such as petrolatum, mineral oil and shea butter.
Can babies use lip balm?
Tiny Buds and Aiwibi sell balms made for babies, but neither listing states an age. Ask your paediatrician before using any product on a young baby's lips.
Are flavoured lip balms bad for kids?
The AAD says flavourings such as cinnamon, citrus, mint and peppermint can irritate chapped lips, and flavours may encourage licking, which dries lips further.
Is "Icy" lip balm OK for children?
Uni-Love states it is for ages 2 and up but does not say what makes it icy. Cooling ingredients like menthol are on the AAD avoid list for chapped lips; stop if it stings.
Do kids need lip balm with SPF?
The AAD advises SPF 30 or higher on the lips before going outdoors. Of our picks, only LipIce has SPF, and it is SPF 15.
Are these lip balms FDA approved?
The FDA notifies cosmetics; it does not approve them. All five picks have a current notification for the exact product.
Why does Hegerbaby say "NOT ALLOWED FOR G6PD"?
The listing does not explain it. If your child has G6PD deficiency, skip it and ask your doctor about alternatives.
Why is Lip Smacker not ranked?
Lip Smacker is notified through importers, but we found it on Shopee mainly from shops in mainland China and resellers, and its strong flavours encourage licking.
How do I stop my child licking their lips?
The AAD suggests applying a non-irritating balm whenever you notice licking, since saliva dries the lips as it evaporates.
When should I see a doctor about chapped lips?
If cracked lips do not heal, bleed, or come with a rash, swelling or fever. This is general advice.
Did you test these lip balms?
No. We read the listings, checked the shops and the FDA portal, and scored what the sellers put in writing.
